How are new techniques and processes transitioned to operations? • Rigorous Testing of New Software by Developer/Transition Agent • Execute in environment that mirrors operations • Use operational (“dirty”) observations • Verify skill improvement over several months in multiple seasons • Rigorous Evaluation by Operational Center/Transition Agent • Place system into formal configuration management • Test robustness of software in parallel ops mode • Ensure software meets specified constraints on computer resources • Validate results against a scoring/metrics checklist • Major System Upgrades Follow a Well-Defined Process Under MOA • Early buy-in and planning from sponsors, developers, & customers • Defined standards for software development and documentation • Formal panels for technical validation and operational testing • Final approval for implementation given by the AMOP

What are the current methods used by your organization for cross-organization or cross-weather enterprise collaboration and coordination in the area of data assimilation for atmospheric and climate system prediction? • Joint Center for Satellite Data Assimilation • Visiting Scientists Programs • Software Exchanges/ Data Exchange Agreements • Joint Proposals with Other Agencies/Universities • Participation in Multi-Agency Experiments

Is there any training or education needed to ensure that new data assimilation R&D capabilities and/or their transitions into operational products and/or services are understood and used properly? • Two-way Interaction Needed Between Operational Community and Academia • Operational Experts Need to • Conduct training courses and workshops • Give lectures at universities • Help design academic curriculum to add more practical application to theoretical course work • Academics Need to • Visit operational centers and gain hands-on experience with operational systems • Provide continuing education opportunities for users/field personnel • Encourage students to consider broader multi-disciplinary training(meteorology, physics, applied math/estimation theory, statistics, remote sensing, radiative transfer, and FORTRAN/MPI programming skills)
