National Disaster Medical System National Medical Response System and Public/Private Partnership • 108 NDMS teams that can supplement State and local medical resources during disasters or major emergencies • Patient evacuation from disaster areas • In-hospital medical care for disaster victims • Coordinates activities of regional medical emergency coordinators • Backup medical support to the DOD/ VA medical care systems during an overseas conventional conflict

Federal Incident Response Support Team (FIRST) Identified in the NRP as “a forward component of the ERT-A that provides on-scene support to the local Incident Commander or Area Command Structure”.Will work in coordination with the respective state.Will support, not supplant local and state efforts.Expanded version of the previous FCT concept.

Federal Incident Response Support Team (FIRST) The FIRST is composed of five positions:FIRST Team Leader Operations Specialist Logistics management Specialist Program (Planning) Specialist Telecommunications SpecialistAdditional expertise may be added. (DOD, EPA…)The FIRST will be capable of providing a broad range of technical advice.

Strategic National Stockpile Program • A national repository of pharmaceuticals, antidotes, and medical materiel that can be delivered to the site of a national emergency to augment State and local resources • Provides rapid delivery of a broad spectrum of support to respond to an ill-defined threat in early hours of an event • Materiel strategically stored nationwide • Backed up by Vendor Managed Inventories (VMI) • Supported by a Technical Advisory Response Unit (5-6 Technical Advisors) • New CHEMPACK Program designed to provide chemical nerve agent antidotes

Urban Search and Rescue (US&R) • Provides coordinated national capability to assist State and local governments respond to structural collapse incidents • Three components – • 28 National Task Forces • Incident Support Team (IST) • Technical Specialists • Uses Incident Command System (ICS) approach • Self-sufficient for first 72 hours-- resupplied after 72 hours by IST • Nationally managed and activated program
