Fairwinds Real Estate Management initiated the Community Advisory Group process in order to receive early public review and feedback of the proposed Schooner Cove and Lakes District Neighbourhood Plans • Fairwinds Community Association is one of 8 stakeholder • groups invited by Fairwinds Real Estate Management • to join the Community Advisory Group (CAG). • CAG serves as vehicle for public input throughout the • planning process – it is the first time this approach • has been used within the RDN. • CAG Role • Act as a sounding board for project ideas • Review, comment and advise on work prepared by • Fairwinds’ planning team • Review materials to be presented at Public Open Houses and RDN Board meetings to ensure that the information is accurage, fair, and comprehensible • Assist in the formulation of a Neighbourhood Plan (subset of the official community plan). • FCA has been represented at every public open house, • public planning workshop, CAG meeting, and CAG working session. • FCA has encouraged its members to participate in all public • open houses, requested input from its membership, and presented that information to the planning team through formal correspondence

General Process for NHP Review by RDN • OCP amendment application process has not yet been formalized • Receipt of NHP/OCP Amendment for Schooner Cove • & Lakes District • RDN internal review conducted • Initial referrals to external agencies • Public information meeting held • RDN review with applicant concerning comments received • at public information meeting • RDN staff report concerning application forwarded to Electoral • Area Planning Committee (EAPC) for its consideration of • 1st and 2nd reading of amendment bylaw(s) and proceed • to public hearing • Recommendations from EAPC forwarded to Regional • Board for its consideration • If Regional Board approves amendment bylaw(s) for 1st and 2nd reading and to proceed to public hearing, then the public hearing process is conducted. • If Regional Board denies the application, the • application does not proceed. • If approved, next steps are • Proceed to public hearing, which includes formal referrals to external agencies • Public hearing minutes and amendment bylaw(s) forwarded to • Regional Board for its consideration (3rd reading) • If by-law(s) approved for 3rd reading, amendment bylaw(s) forwarded to Victoria for consideration of Provincial approval • If approved by Victoria, amendment bylaw(s) forwarded to Regional Board for consideration of adoption.
