  6. SECURITY RECOMMENDATIONS ISSUED BY JAA • 1. JAA Policy Paper on Flight crew Compartment Access Door Design and the associated Operational Procedures, 20 November 2001. • JAA Committee Statement regarding Cockpit Security Policy, 26 February 2002.

SECURITY RECOMMENDATIONS ISSUED BY JAA • JAA Policy Paper, 20 November 2001: - To give Guidance to NAAs to permit and expedite installation of Door Design Changes, preceding formal compliance Verification. - To give Guidance to NAAs on operational Aspects if a Cockpit Door is remained locked during flight. - Expiring Date of this JAA Policy Paper was 30 April 2002

  8. SECURITY RECOMMENDATIONS ISSUED BY JAA, Cont’d • JAAC Statement, 26 February 2002: • - IMMEDIATE ACTION: Where a Flight Deck Door is installed, it shall be locked during commercial flight Operations from the start of the take- off Roll to after the end of the landing Roll.

  9. SECURITY RECOMMENDATIONS ISSUED by JAA, Cont’d Operators must take into account the following Measures: 1. Additional Procedures shall be established for informing Cockpit Crew that a Crew member requires authorized Access/Egress. 2. Suitable Procedures shall be established to in flight Emergencies to be managed (e.g. Crew Incapacitation)

  10. SECURITY RECOMMENDATIONS ISSUED by JAA, Cont’d 3. Suitable Communication and operational Procedures shall be established between Cockpit Crew and Cabin Crew to deal with threat Situations. 4. Suitable Training, including Crew Resource Management to be established focussing on reduced Communication and threat scenarios.

SECURITY RECOMMENDATIONS ISSUED by JAA, Cont’d - FOLLOW ON ACTION: A suitable Date of Implementation shall be established to enable Operators to certify, install and embody a secure access Door, without any Degradation to existing Levels of Safety, as defined by the applicable Airworthiness Requirements.

  12. NEXT STEPS by JAA • NPA 25D-336, Reinforced Cockpit Doors to • enhance Aeroplane Security: • - JAR 25.772, Pilot Compartment Doors • - JAR 25.795, Security Considerations • Note: The technical Content of this Amendment of JAR 25 shall be similar to FAA Amendment No.25-106 of FAR Part 25.

NEXT STEPS by JAA, CONT’D • NPA 26-16, Reinforced Cockpit Doors to enhance Aeroplane Security: - From 1 November 2003 Aeroplanes with a M.T.O.W. mass in excess of 45.500 kg, or with a passenger seating capacity greater than 60 shall be equipped with an approved cockpit door that meets the requirements of: - JAR 25 as amended by NPA 25D-336 Note: Applicability and Date of Implementation in line with Amendment 27 to ICAO Annex 6

  14. NEXT STEPS by JAA, CONT’D • NPA-OPS-XX • - Amendment of JAR OPS-1 with Operational Requirements/Guidance Material in line with Amendment 27 of ICAO Annex 6, JAAC Policy Paper dated 20 November 2001 and the JAAC Statement dated 26 February 2002.

NEXT STEPS by JAA, CONT’D • Circulation of an advanced NPA: • Objective is to seek Views from Interested Parties e.g. Authorities, Manufacturers, Operators, Unions etc. on the following Issues: • 1. Installation of Video Camera’s in fwd Cabin • 2. Installation of a Transponder System with an uninterrupted Signal Transmission.

NEXT STEPS by JAA, CONT’D • Consultation Process of all Amendments • - Internal Consultation as appropriate, the technical Content of the proposed Amdts of JAR 25 and JAR 26 is in principle agreed. • - External Consultation by interested Parties should adhere to 3 Month Consultation Period • - NPA 25D-336 and NPA 26-16 publication scheduled for 1 July 2002. • Adoption by JAAC, 19 November 2002

  17. CONCLUDING REMARKS • JAA will continue to support Security Initiatives taken by ICAO, EU, FAA and other Aviation Agencies world wide. • JAA can only recommend to the JAA • Member States co-ordinated Security Measures addressing Design and Operation. • Only EU and Governments have the • prerogative to mandate Security • Measures.
