Specific Responsibilities of Enforcement Officers Prohibit smoking in public place Prohibit smoking while handling and selling food Prohibition of smoking in private and public vehicle Prohibit Sale of tobacco products to minor Prohibit distribution of tobacco products by a child
Prevent the purchase of a tobacco product with the intention of giving it to a child; Prohibition of Sale by automatic vending machine; Prohibition of Sale, import, or manufacture of tobacco products used in water pipe/hookah; Ensuring that the sale of cigarette is done in packets of 20 ; Ensuring labeling and warning signs on cigarette packages; Ensuring display of notices regarding sale and consumption; Prohibition on advertisement, promotion, and sponsorship of tobacco products.

General Strategies of Enforcement Operation conducted by Health Inspectorate independently Operation conducted jointly by Health Inspectorate and Police Officers Enforcement conducted independently by Police Officers
Coordination and Planning for Enforcement Principal Health Inspector (PHI) to coordinate with Police of their respective regions when required; Submission of advance monthly program by PHI as per template (Annex II, P.15 of Protocol) to the Enforcement Committee and the DCHI by the 5th of each month; Enforcement officers of MOH&QL to report about related duties during normal work as per Annex III,P16 of the Protocol. Priority list of targeted places includes: hospitality venue, such as bar, shops, victualler shops, bus terminus, commercial premises, vicinity of educational institution.
Feedback and Monitoring Return of activities to be submitted immediately to the head of the Enforcement Committee and the DCHI (Annex III, P.16) Police to submit return also to its Headquarters (Annex III,P.16); Each Police Station and Health Office to keep record of enforcement activities in their respective localities (Annex IV,P.19) Overall monitoring of national activities to be addressed by Enforcement Committee.
Handling of Consignment at Port/Airport (Importation) Clearance for consignment of tobacco products to be carried out jointly with Tobacco Board and Customs Department. Prior notification to be given
Handling of Complaint All complaints be recorded as per Annex VII, P.23 of the Protocol; All complaint be attended to within 72hrs; Using template VIII,P.24, report of investigation to be submitted to Enforcement Committee within 48 hrs
Wrong packaging and labeling of tobacco products(Flowchart 1, P.25);
Smoking in public places/ private vehicles(Flowchart 6,P.30)
Importation of illegal/non-compliant tobacco products(Flowchart 7,P.31).
