Purpose of the Research • To systematically analyze a variety of activities related to the protection of juvenile sex centered around the “Juvenile Sex Protection Act” and derive the substantial matters to be argued. • To determine the current regulation status under the Protection of Juvenile Sex Act and the issues in promoting the policy, and to explore the direction for its improvement. • To recommend measures on how to maintain the legislation system of Juvenile Sex Protection Act and to improve its relevant laws and systems.

  3. 2. Major Contents • Analysis of the Juvenile Sex Protection Act and foreign legislative examples. • Analysis of the current status of regulations and policies related to the protection of juvenile sex. • The opinion of the specialists related to the Juvenile Sex Protection Act.

Major Results of the Research • Priority of Protection of Juvenile Sex Policy - Compulsory psychiatric treatment for the sexual predator who violated the child less than 13 years old. - Compulsory registration for life of personal information in case of heinous crimes. - Education for enhancing the consciousness of sexual ethics of the employees of youth-related institutes. - Preparation of the system that allows systematic operation of the relevant institutes and associated facilities for protection of juvenile sex.

Political Suggestions • Maintenance Directions to Build Legislation system - In the penal code, simplify the regulation of punishing youth sex offenders, while stipulating the protection clause only in the special act. - Include the provision on the protection of juvenile sex of the Youth Protection Act in the Juvenile Sex Protection Act. - The National Youth Committee should establish the countermeasures against sex trafficking and sex violence separately from those established by the Ministry of Gender Equality and Family. - The provision on the institute and facility on the protection of juvenile sex should be enacted under the Juvenile Sex Protection Act, and the National Youth Committee should comprehensively operate it.

Political Suggestions • Directions to Improve the Legislation system - Enact the regulation on punishing attempted criminals who violated the youth according to the Protection of Juvenile Sex Act; enable legal controls against seducing the youth including acts through the internet. - Establish the national action plan on commercial sex exploitation against children and youth; periodically collect and disclose the official statistics.
