  6. Dust Bowl -Drought in Great Plains -no vegetation to hold soil in place -2.5 million flee the Plains

  7. Hoover’s Response -at first, Hoover sticks with his ideas of “Rugged Individualism” and the “associative state” -believed in voluntary cooperation -not very successful

  8. Bye-Bye Voluntary Cooperation! -1932- Reconstruction Finance Corporation is created -1932- Federal Home Loan Bank -1930- Smoot-Hawley Tariff Act

  9. Hoover loses favor -too optimistic??!! -no direct help for individuals -Bonus March

  10. 1932 Election -Hoover wins 6 states, 59 electoral votes -FDR wins the rest, 472 electoral votes
