DOE Federal Quality Council • DOE Federal QC members include federal representatives from HSS, EE, EM, FE, LM, MA, NA, NE, SC, BSO, ID, LASO, ORP, RL, SRO, SC-CH, IM, HC and SPRO • The DOE Federal Quality Council 2010 Annual Report is in concurrence for issuance to DOE Field and HQ Offices
DOE Federal Quality Council Current QC Task Planning Document (TPD) Teams: • Commercial Grade Dedication • QA Program Performance Metrics • HQ QA Training • ISM/QA Integration Template • Suspect/Counterfeit Items (S/CI) Task Force Plans of the Council include working more closely with EFCOG and piloting efforts for joint products DOE Quality Council Website http://www.hss.energy.gov/nuclearsafety/qa/council
Commercial Grade Dedication (CGD) • Pilot on CGD started jointly with EFCOG • Office of Environmental Management (EM) has developed a draft guide for CGD based on NQA-1 Subpart 2.14
Performance Metrics • Conference calls with QC TPD members are being used to discuss path forward(Last call was in March 2011) • Currently developing a strawman process for generically developing a performance metric
QA Training • Original pilot held in August last year • Based on that pilot, the training was revised and scenarios used in the exercise portion of were updated; additional scenarios have been written • Follow up 3 hour pilot at Forrestal postponed until issuance of DOE O 414.1D • TPD Team will solicit input and guidance from the NTC on the venue for final training module
ISM/QA Template • Final comments are being incorporated by team lead • Final product will require QC majority vote • Template to be available by the end of FY 2011
S/CI Task Force • A QC TPD is being drafted • In March 2011 the Executive Office of the President formed interagency working group • An HS-23 QC member (Duli Agarwal) is participating on working group • Contact for details on the Anti-Counterfeit Working Group is Duli.Agarwal@hq.doe.gov
Results of 2009 Survey • Report on the 2009 Survey on QA Implementation in the Department of Energy was issued on December 7, 2009 • Twelve areas for improvement were identified in the report and are being addressed by the QC http://www.hss.doe.gov/nuclearsafety/qa/2009_QA_Implementation_Survey_Report.pdf/
Examples of Areas for Improvement • Ensure that all DOE offices have approved QAPs • Ensure training of Federal and contractors staff to QAPs • Ensure approved work processes are established • Ensure safety software meets the expectations for its validation and use • Verify that QA requirements have been appropriately flowed down to subcontractors
Management Assessment Assistance • QC is working to develop management assessment assistance tools • HS-23 will work with a team of QC members and interested parties to develop a path forward
DOE O 414.1D • QA Order Revision team completed all actions • No unresolved comments from DNFSB • Non-concurrence from some DRB members • Non-concurring offices are drafting position papers(i.e., considering an integrated management system) • Deputy Secretary will make final decision
DOE G 414.1-2B • New title - DOE G 414.1-2B, Quality Assurance Program Guide • Entered REVCOM on March 31, 2011 • Comments due by May 16, 2011 • Issue before September 30, 2011
Safety Software Quality Assurance Safety Software Communication Forum (SSCF) • Developed as an electronic medium to disseminate safety software information and enhance user interaction • Central Registry will contain a link to the SSCF http://www.hss.doe.gov/nuclearsafety/qa/sqa/central_registry.htm • Provides an access-controlled platform that facilitates interaction among safety software users • Serves as a centralized source of safety analysis and safety design code usage information

In Conclusion • The DOE Federal QC is continuing to work to strengthen its partnership with EFCOG • The QC expects to pilot joint tasks with EFCOG • 2009 Survey on QA Implementation found areas for improvement in QA programs • DOE O 414.1D is in the concurrence process for issuance • SSCF is nearing startup
