Use of “Proxy” Percent in AYP • States who agreed to develop an assessment for students with disabilities (SWD) that measures “modified achievement standards” are eligible for proxy • States must apply each year • Virginia received permission to use for AYP ratings for 2009-2010.
Revised History SOL Timeline 2009-2010 • Items measuring 2008 curriculum framework field tested in spring 2010 • School divisions teach 2001 curriculum framework with the understanding that field test items will reflect 2008 curriculum framework

Revised Mathematics SOL Timeline Two major changes: Beginning in Spring 2012, the Grade 3 mathematics test will no longer be a cumulative test covering the SOL for grades K-3. Instead, the grade 3 mathematics test will cover grade 3 SOL only. A new End-of-Course test, Algebra, Functions and Data Analysis (AFDA), will be developed for implementation in Spring 2012.

Removing Failing Students from Class • Issue is removing students from class with EOC test close to testing • Interpretive Superintendent’s Memo No. 4, June 15, 2001, reminds school divisions that local policies for dropping classes should avoid giving the impression that the requirements of the assessment and accountability programs are being circumvented. • Reminder issued as Informational Superintendent’s Memo No. 52, March 7, 2008

Revisions to the SOA “Double testing”—students who are accelerated shall take the test of the grade level enrolled or the test for the grade level of the content received in instruction. No student in grades 3-8 shall take more than one test in any content area in any year

Implementation Framework • IEP teams and 504 committees no longer have the authority to make exemption decisions for students with disabilities. • IEP teams and 504 committees do not decide ifa student with disabilities participates in the state assessment system, but rather how a student participates.

Implementation Framework IEPs and 504 plans developed for 2010 - 2011 and beyond • Students with disabilities in grades 3 through 8 must participate in reading, mathematics, science, history and writing assessments in the same grade levels as their non-disabled peers. • IEP teams and 504 committees cannot make any exemption decisions.
