State co-financing for the projects State co-financing will be granted to the beneficiaries and partners from Latvia only for cross border cooperation programmes 2007-2013 within European Territorial Cooperation financed by the ERDF: • Latvia - Lithuania CBC programme • Estonia – Latvia CBC programme • Central Baltic CBC programme

  3. Projects financing rate and financing by source: • ERDF co-financing – 85 %; • Latvian national co-financing – 15%, from which: - State budget – 5 %; - Beneficiaries’ and partners’ own financing – 10 %

  4. For state co-financing can apply: • Regional and local municipalities and its’ institutions • Planning regions; • Associations and unions; • Municipalities’ and state companies (valsts un pašvaldību kapitālsabiedrības) • Line ministries and bodies under their supervision

  5. How to apply? • Not later than 3 months after the signing the Subsidy contract with ther Managing Authority of the programme; • Sumbmit the written request (template) for state co-financing to the MRDLG, together with the attested copy of Subsidy Contract; • MRDLG has one month for decision making for awarding the state co-financing; • after decision is made, during 10 days MRDLG informs the applicant about ifthe decision is positive or negative (then clarifying the reasons). • The Contract btw MRDLG and teh Applicant is signed. • NB! Each partner within the project applys separately!!!

  6. Within 5 days after the Contract with the MRDLG is signed, the advance payment in amount of 90% of 5 % are transfered to the partner’s account • Remaining 10% are transfered to the partner after the positive final report from the first level control is received

  7. Eligibility rules • Currently the Law on the management of the Territorial Cooperation programmes in Latvia is submitted to Saeima • The draft Eligibility Rules are submitted to the line ministries for comments. Further proceeding – after the Law comes into force • The “Guidelines for the applicants on following the sound financial management in project implementation” are prepared • Follow the Programme Manual • First level control – done by State Regional Development Agency
