MDE Responsibility • Michigan Department of Education (MDE) is responsible for monitoring all ELL/Immigrant program performance to ensure compliance under the No Child Left Behind Act (NCLB).
Title III Evaluation/Monitoring Process Update • Designed and implemented Evaluation/Monitoring process • Conducted training on process via a series of webinars • Disseminated Self Evaluation Tool to individual LEA’s and consortiums for completion by March 13, 2009 • Designed and developed Evaluation/Monitoring Risk Factor Tool to determine type of review • Created standard final report format for documenting individual district reviews
Progress To Date • 230 Self Assessment Tools (SATs) have been submitted to MDE, Office of School Improvement (OSI) . • All SATs received have been analyzed based on risk factor criteria and categorized into desk/telephone or on-site reviews. • To date 20 desk/telephone reviews have been conducted and final reports compiled.

Trends – Reviews to Date Trends • Demonstrated need for process and procedures for monitoring progress of Exited Students • Clarification of ELL Parent Notification Letter of Services (30 days/2weeks) and distribution of Parent Refusal Letter • Districts seek best practices or models to effectively monitor student progress on English proficiency, assessment data, state academic content, and performance standards • Communicating with ELL parents in a language they can understand • Increasing ELL Parent Involvement/Outreach efforts • Unfamiliarity with consequences of failure to meet AMAOs’ benchmarks
Key Learnings • Positive feedback on self assessment tool • Clarifying NCLB and improving processes/procedures to ensure compliance • Expressed willingness to strengthen and improve areas of noncompliance • Disconnect in the lines of communication/distribution of self assessment tool • Districts may benefit from additional knowledge and implementation of NCLB • Desire to improve Title III allocation process in order to receive funds at the beginning of school year • Increase awareness and access to data on Michigan Electronic Grant System (MEGS) • Clarification on utilization of Title III Funds
Looking Forward • Focus on completing site visits to the five largest Title III districts by June 30, 2009 • Continue to schedule and conduct desk/ telephone reviews and compile final reports by June 2009 • Develop master review calendar for 2009-2010 school year
