Schedules Water Budgets Billing Rates & Penalties
Watering Schedule • 2013 Irrigation Season April 15 to November 1 • Three days per week, maximum of 39 hrs • Watering 7 pm to 8 am on scheduled day 7 pm Sunday to 8 am Monday 7 pm Tuesday to 8 am Wednesday 7 pm Thursday to 8 am Friday
Watering Schedule • No watering between the hours of 8am-7pm • No new sod or seed between May 19th and Labor Day • System testing to be done during the scheduled watering day/time
The current program has been in place since 2005 Monthly water budgets established are based on ET requirements for bluegrass in the Denver area. Water allowance peaks at 1.5”/wk in June and July Monthly weather factors can adjust water allowances for budget tiers. Weather factors are calculated using actual weather conditions during the read cycles Documentation of irrigated areas are sent out by staff and have been or are being verified
Weather Station • ECCV gathers information from a weather station located within the Districtto calculate the weather factor • Data from the weather station is uploaded every Monday during the irrigation season (April – October) and updated on ECCV’s website • Uploaded data includes: • Evapotranspiration (ET) • Air Temperature • Rain Fall
Best Management Practices ECCV Board Philosophy: “Large Irrigators should take responsibility for correctly operating their systems” ECCV recommends that HOAs adopt Best Management Practices with regards to their irrigation systems
Adoption of Best Management Practices demonstrates a commitment to conserving, protecting and managing water for future generations Inspections at the end of the watering day to verify system is off as required in landscape contracts Controllers must be able to maintain programs during power outages Valve boxes must be made tamper-resistant Cure Period - Irrigators will be given 90 minutes to cure violations White flags will identify broken heads etc.
Given opportunity to correct identified maintenance issues by the next watering cycle BMP Irrigators receive no penalties for up to two violations per month
Penalties • Based on Residential Penalty Structure • Penalties vary based on meter size (SFE)
ECCV’sCross Connection Program • HOAs with outdoor pools required to have backflows tested and all passing test reports submitted to ECCV by May 15, 2013 • Large Irrigators must have backflows tested and all passing test reports submitted to ECCV by June 3, 2013
