  4. 3 service categories • Capacity building • (including training, guidance, information and support networks) to strengthen the basis for well informed national decisions and choices among technologies, technology providers and service providers • Peer reviews • to provide assessments and assurance regarding the quality and comprehensiveness of a State’s preparations for a nuclear power programme • Direct assistance • with specific implementation tasks, including management of projects in limited specific areas

  6. Challenges • Assuring timely response • Staffing (recruiting competition) • In-house • External experts • Funding (customer, extra-budgetary, regular budget, combinations) • Agency features • Services at cost, independent • Expansion needs study of legal, financial and practical obligations

  7. Outcome of a meeting held 8 February • Conclusion • Agency should provide broad assistance in phase 1 • Agency should be careful about direct assistance in phase 2 and beyond • 10 recommendations

  8. 10 recommendations • Develop policy statement on services to be offered • Better define “services” and “direct assistance” • Consider “programme management” from perspective of developing NP programme: consider senior executive course. • Develop standard pre-feasibility and feasibility study definition

  9. 10 recommendations • Develop evaluation of industry • On bid evaluation, limit Agency service to process • On finance, need dedicated consultancy and be very careful beyond phase 1 • Avoid conflict of interest on peer review and direct assistance

  10. 10 recommendations • Develop a peer review service for workforce planning • For “direct assistance”, consider two options • Direct consultant provider • Clearinghouse
