Upper Slide Ravine Infrastructure Study Workshop II. Review of State Grant and What It Can Do a. Why a Grant for this Area? -Obtained funds based on needs of area and desire for City services by residents b. Amount and Time Frame of Grant Funds -Approx. $400,000 for const. Start by June 2010 c. Review of Study Area and Priorities -Identify priorities and base infrastructure d. Review Work Effort by TLA (with focus on improving public safety) -Identify and engineer baseline improvements
List of Immediate Priorities and Challenges • Priorities • Water / Fire Protection. Upgrade water system to improve fire flow and add hydrants • Storm Drainage. Extend storm drainage system to minimize street drainage problems and flooding • Wastewater. Extend sewer service to unserved area. • Road Improvements. Improve for emergency access • Challenges • Funding limits: what can be accomplished in short-term • Road repair required with underground utilities • Need to improve emergency access into area – Involves discussion with adjacent neighborhoods

Existing Sanitary Sewer Facilities • Twelve (12) properties served by septic tank / leach fields in area • Existing sewer main in Carol Drive and upper Doris Drive have adequate capacity to serve this area
Existing Storm Drainage Facilities • Area has minimal underground storm drainage system • Area mostly drains by surface flow north to south • Centerville flume installed; will serve as connection for future storm drainage
Existing Street Conditions • Primary access route, Doris and Carol Drives via N. Church Street • Approximately 2900’ unpaved road surface & 1300’ of paved surface • Road widths vary between 10 to 22 feet

Proposed Phased Infrastructure Plan • Install new water main down Doris Drive to provide greater fire flow through area and add fire hydrants • Install an underground storm drainage system along with a water quality device to alleviate current flooding problems and street deterioration in the area. • Extend existing City sanitary sewer system to properties currently served by septic tank/leachfield systems on the southerly portion of the project site. • Repair existing street system following installation of underground utilities.
Proposed Water Facilities – On Site • Installation of new water main down Doris Drive to provide greater fire flow through the project area and add fire hydrants.
Proposed Storm Drainage Facilities • Installation of an underground storm drainage system and storm water treatment facility to alleviate current flooding problems and street deterioration.
Proposed Sanitary Sewer Facilities • Extension of existing City sanitary sewer system to properties currently served by septic tank/leachfield systems in the southerly section.
Proposed Street Restoration • Repair and stabilize roadway sections where underground utilities are to be installed.
Emergency Evacuation/Access Route • Street system does not provide for adequate evacuation of residents and simultaneous access by emergency services • Limited funding precludes addressing in current phase • Route shown is conceptual alignment of a primary evacuation corridor
ACCESS AND CIRCULATION • ISSUES - HOW TO ADDRESS? • Access into & out of Study Area is a safety concern • Potential to create added cut-through traffic • Other adjacent neighborhoods will need to be involved • Need to determine road widths and obtain ROW • Not sufficient funding available to fix road system • FUTURE STEPS • Wish to separate discussion on emergency access options at separate workshop with other neighborhood • Consultant is retained to facilitate workshop on alternative access options – within 45 days • Access options to be tied to infrastructure plan for USR • City will pursue funding to phase in access impts
