STRATEGIES FOR IMPROVING PRODUCTIVITY OF RABI CROPS 2010-11
Extension Strategies • Extension network strengthened by inducting 143 more ADOs. • Meeting Venue and Time fixed for extension workers. • Campaign for timely-sowing & Seed Treatment (1-30 Oct.,2010) • Use of 100% Treated Seedby Govt. & Private Producers. • Supply of Fungicide on 50% subsidy to motivate the farmers. • Training Camps at Block Level. • 200 Farmers Field Schools (FFS). • Community Radio Station at Hisar. Five more to come up. • Demonstration on Improved Practices. • Seed Minikits of Improved Varieties. • Promotion of Zero-tillage. • Water & Weed Management. • Use of EDUSAT for speedy dissemination of information. • Krishi Samvad in all villages-free of cost. • Wide use of Print & Electronic Media to create awareness.
Certified Seeds Rabi, 2010-11 (in quintals) • Adequate Arrangement of Certified Seeds. • Seed Replacement Rate (SRR) of Wheat is targeted at 37%. • Wheat Variety DBW-17, WH-711, PBW-550, WH-542 & WH-147 to be promoted
SEED REPLACEMENT RATE (In %) • Significant Increase in SSR of Wheat. • SRR on the rise in all crops.
Strategies to Promote Seed Treatment • 100% Treatmentof Certified Seed produced by Govt. & Private Producers. • Seed Treatment Campaign from 1st to 30th Oct.,2010. • Campaign Committees at State, District & Block-level. • Farmers Training Camps at District & Block-level. • Involvement of Private Sector in Seed Treatment Campaign. • Extensive use of Print & Electronic Media. • Radio Jingles for Seed Treatment from AIR Rohtak, Kurukshetra & Hisar. • Fungicides for Seed Treatment on 50% subsidy under RKVY.

FERTILIZERAVAILABILITY, CONSUMPTION & REQUIREMENT (Lakh MTs)
ISSUES • Because of Floods, allocation of DAP be retained at 4.50 Lacs MT as assessed earlier, not to be reduced to 4 Lacs MT. • Adequate number of Railway Wagons may be made available to the suppliers/importers.
Quality Control Mechanism • State has notified 323 Insecticide, 328 Fertilizer & 83 Seed Inspectors. • Three State Pesticides Testing Laboratories at Karnal, Rohtak & Sirsa with annual analysis capacity of 3,300 samples. • One more SPTL has been established at Panchkula with additional annual capacity of 1,100 samples. • Three Fertilizer Quality Control Laboratories at Karnal , Rohtak & Hisar with annual analysis capacity of 5,100 samples. • State Seed Testing Laboratory situated at Karnal with annual analysis capacity of 10,000 samples. • One New Seed Testing Laboratory established at Sirsa.
Integrated Nutrient Management • Green Manuring with Dhaincha crop Promoted • Dhaincha seed was supplied on 90% subsidy • An area of 96,000 hect. brought under green manuring • Soil Health Cards • More than 8.60 lakh soil health cards distributed • Plan to cover all the farmers by 11th Plan • Micro Nutrient Subsidy • Micro-nutrients specially zinc sulphat supplied on 50% subsidy • Soil Testing Laboratories • 13 soil testing laboratories equipped for micro-nutrients testing • All 30 laboratories will be upgraded by 11th Plan • 1.00 lakh soil samples analyzed annually for micro-nutrients • Application of Gypsum • Gypsum on 65% subsidy to mitigate sulphur deficiency • Use of Bio-fertilizers • Demonstration on bio-fertilizers to be conducted • Bio-fertilizers on 50% subsidy
Sprinkler Irrigation System • Subsidy @ 50% or Rs.7,500 per ha upto maximum 5 ha. • Total 1,04,483 Sprinkler Sets subsidized so far.
Impact of Sprinkler Irrigation • Increase in Cropping Intensity. • Change in Cropping Pattern. • 35- 40% saving of water. • Saving of Energy. • Low incidence of Diseases and Insect/Pest. • Additional Area under Irrigation. • Plan to cover additional area of 66,000 hectares during 2010-11.
Drip Irrigation System • Introduced in Sugarcane & Cotton 2010-11- • Sugarcane 150 hectares. • Cotton 350 hectares. • Conjunctive use of Water and Fertigation. • Improvement in Crop Productivity & Quality. • Subsidy @ 90% of the cost under MI.
Micro Irrigation Progress (Horticulture & Agriculture Crops)
Under-ground Pipeline (UGPL) Cost per hectare Rs. 25,000/- • Laid at one-meter depth. • ISI marked HDPE/PVC pipes are used. • Saves about 25% to 30% water and improves crop productivity. • Saves energy, reduces operational cost.
Water carried directly to fields, additional area irrigated. • Avoids seepage and evapo-transpiration losses. • Target to cover 40,000 ha during 2010-11.
Area covered = 39,581 ha. Area Planned to cover = 40,000 ha Subsidy @ 50% of the cost or Rs.60,000 per beneficiary
Depletion of Ground-Water Steps Initiated… • “The Haryana Preservation of Sub Soil Water Act 2009” enacted which- • Prohibits raising of paddy nursery before 15th of May & transplanting of paddy before 15th of June • Accelerated ground-water recharging scheme being implemented for Govt. buildings to recharge ground- water. • 73 Rain Water Harvesting structures erected during 2009-10. Further, 80 planned during 2010-11.
Promotion of Sugarcane • Sugarcane Technology Mission on Sugarcane set up during 2010-11. • Provision of Rs. 373 Lakh made. • Incentives on Breeder Seed and Foundation Seed Nurseries. • Assistance @ Rs. 500 per acre on seed treatment. • Assistance @ Rs. 2,000 per acre on critical inputs. • Assistance @ Rs. 4,000 per acre for hiring Pit Digging Machine. • Assistance @ Rs. 800 for Multiple Ratoon Management. • Subsidy on Power Tiller, Trench Planter and Tractor-mounted Power Sprayer. • Seed subsidy @ Rs. 1,500 per Acre on autumn planting. • Promotion of New Methods of Planting. • Ring Pit Method • Trench Method • Inter-Cropping • Promotion of Mechanization in Sugarcane. • Remunerative State Advised Price (SAP). IMPACT • Area under Sugarcane increased from 72,000 hectares during 2009-10 to 1.05 lakh hectares during 2010-11. • Area under Autumn Plantingincreased from 19,000 acres during 2009-10 to 50,000 acres during 2010-11 • Productivity increased from 570 qtl/ha in 2008-09 to 721 qtl/ha during 2009-10
Soil Health Improvement • Promotion of Green Manuring • Seed of dhaincha crop on 90% subsidy • 96,000 hect. Covered during 2009-10 • Plan to cover 1.00 lakh hect. during 2010-11 • Promotion of Summer Moong • Soil Health Cards • 8.60 lakh Soil Health Cards distributed so far. • Plan to distribute SHCs to all farmers by 11th Plan • Balance-Use of Fertilizers .
SOIL TESTING SERVICES INITIATIVES Soil Testing service freeof cost. • STLs have been strengthened with modern equipments. • Micro-nutrient Testing Facilities created in 13 STLs out of 30. • 4 new Static STLs and 3 Mobile STLs are being established under National Project on Management of Soil Health & Fertility. • To monitor Nitrate concentration in ground-water. • Complete auto-mation in STLs • The functioning of all the STLs has been computerized. • One ICP ( auto analyser ) has been installed in the central Lab. at Karnal. • Two more are being installed during 2010-11. • Capable to analyse300 samples a day for all the parameters in one go. • Traditionally 60-70 samples can be analysed by any of the STL.
