9th EAN Workshop on“Occupational Exposure to Natural Radiation” CONCLUSIONS AND RECOMMENDATIONS Peter Shaw (HPA-RPD, UK)
EAN WORKSHOPS Objectives • Exchange feedback • Identify problems that need further research or developments • Aid the implementation of ALARA in practice • Provide recommendations
How can the commitment to radiation protection be encouraged and increased? How should exposure management be implemented in practice? 8th Workshop objectives
Issues from the 9th WorkshopPresentations • Introduction • Increased commitment • Managing exposures Many common themes
Issues - Radon at work • It’s a big problem • workplaces • exposed workers • doses • Well known problem • Well established protection philosophy • Implementation is the problem?
Radon - the challenge? • Need for national strategy and targets? • Long term public health goals • specific milestones • international comparisons • Too big for just RP community? • other Health and Safety professionals? • National Bodies? • Employer and employee organisations? • etc etc
Radon - implementation • Resources always limited • set priorities, target use of resources • Stakeholder involvement • who and how? • Communication • expressing “the risk” • methods and techniques (review needed?) • involve “communicators”? • Enforcement • as a last resort?
Issues - NORM • Signs of progress? • IAEA reports and work with industry • national regulations • studies, e.g. SMOPIE • Future direction • regulation according to dose criteria • measurements not models • link to industrial hygiene/existing regulation • graded approach • practical monitoring strategies
Issues - NORM • But more to do? • Technical issues • dose coefficients!! • monitoring devices • Involvement of industry • More information - workers and doses • Better protection? • Don’t forget the waste
Issues - a little different? • NORM • WT welding rods • justification? • Radon • Spas???
1. Inspector/EB training and competence • Regulatory Authorities should develop and implement training policies for regulatory inspectors. This should include: • initial training programme, including scientific « core of knowledge » and inspection « code of conduct » • familiarity with how work is undertaken in sectors they will inspect • Continuous professional development • IAEA (EC?) should provide guidance to Authorities on training policies and provision.
