Why? Some Background – as a result of Jim Crow and a desire for jobs and opportunity, there was a mass migration of African Americans.
Between 1916 and 1920, almost 50,000 Southerners moved to Chicago • This influx led to a rise in • Black culture, similar to the Harlem Renaissance, but in Chicago • Black social structure based on employment • Domestic workers and manual laborers • Middle class business owners, small shops like barbers, tailors, grocers, and bars • Upper-class business owners – insurance • Professional elites – lawyers, dentists, doctors The Result of the Migration
Although it would seem that the daily discrimination and segregation that African Americans faced in the South would not be as severe in the North, especially as they created an entire society, it was still prevalent. • The city of Chicago was progressive in terms of education, but repressive in terms of housing. • “Racially restrictive covenants” were used to control who could live in certain neighborhoods. Segregation
Shelley vs. Kraemer (1948) ruled that the racially restrictive covenants were unconstitutional. • Unfortunately, neighborhood associations found other ways to keep the neighborhoods racially and ethnically segregated. Blacks lived- in the grey areas Outlawed does not always mean obeyed.
