INTRODUCTION • INSPIRE directive – general rules for the establishment of SDI in the EC, environmental policies and policies that might have an impact on environment; • challenge: public administration, academia, NGOs, private sector; • private sector potentials to be materialized; • PPPs have to be strenghtened and need to go beyond traditional contracts; • Slovenia is facing a responsibility for establishing SLO-SDI and mechanisms for stakeholders coordination.
INSPIRE DIRECTIVE IMPLEMENTATION IN SLOVENIA • February 2010: Act on Spatial Data Infrastructure; • success for the profession: SMCA – the leading role formalized, manages majority of data types; • legal aspects: INSPIRE consistency – list of spatial data and clasification, geoportal, metadata, interoperability of data and services, network services; national contact point; • organizational aspects: SMCA the leading role (PP) • financial aspects: 15 mio EUR by 2019 (estimated by the SMCA); • Report on provision of SDI to EC – 15 May 2010, interministerial coordination group– 10 min; non-p
PRESENT STATE OF NSDI IN SLOVENIA • INSPIRE directive – based on common principles (collect once, share with all…); • existing spatial data: 10 ministries/institutions - data available on the web and data of commercial data providers; • MEPP, SMCA, EAS, MAFF, MT, ME, MPA, SO… • data access: information systems of authorities – production and distribution systems – portal Prostor (registered, non-registered users, basic web services developed for the SMCA records); • right to access and use the data: viewing geodetic data, use of geodetic data for public or private purpose – initial purpose, reuse of geodetic data.
BUILDING-UP PPP • governments turn to the private sector to capitalize on the efficiency, capacity, innovation; • sharing resources, knowledge, risks – synergies; • better response to the society – higher data quality, faster and easier access to data, improved security; • aim: more efficiently, effectivelly, economically; • success conditions: statutory and political environment, public sector’s organized structure, detailed business plan, stakeholder support.
PPP IN RELATION TO SDI • general trend: reduction of consuption, reduction of public employees, public procurement, funds; • challenge: PPP may be a solution; • private sector has a tradition in setting-up and maintenance of spatial data and building-up information systems – confidence in efficiency and quality – precondition for further works; • private sector involved: INSPIRE data themes, metadata systems, data view, search and transfer services, web based services, portals; • a desire to find out a real working model of PPP in the field of spatial and real estate data management – work on more organized approach.
CONCLUSIONS • NSDI implementation: actual follow-up activities; • to offer customer oriented services – work more economically and effectivelly; • more cooperation needed – PPP, PuPu, PrPr; • best practice exchange – nationally, internationally; • balance theoretical and practical aspects of the INSPIRE directive implementation – nationally, internationally; • EuroGeographics should take the lead role - Europe; regional initiatives, like Inspiration for the Western Balkan.
