  3. Recommendations from Report • Clarify roles for staff in Cork City engaged with Travellers so that welfare and compliance issues are dealt with by different individual and Departments.  2. Increase the role of other staff in relation to Travellers such as:    - Social Inclusion Unit    - Libraries    - Community    - Parks  3. Appoint a coordinator to work with TIG.  4. Develop a strategy within the City to link with the Logic Model to ensure consistency.  5. Provide immediate training for coordinator (possibly using CDI Tallaght staff in Logic Model and Restorative Practice). 

  4. 6. Replace vacant Social Worker role with Traveller Engagement Officer bases on revised list of duties.  7. Provide administrative assistant to The Staff Officer and Assistant Staff Officer  8. Analysis of spend on Travellers to identify possible change in pattern for better outcomes  9. Explore role for Social Housing in delivery of project in Spring Lane  10. Consider amendment to Development plan to address zoning issue 11. Agree emergency works with Dept of Environment Community and Local Government in relation to Spring Lane  12. Participate in development business plan for Horse Project with Department of Agriculture and other players.  13. Participate in interagency application for employment project relating to Equine skills  14. Agree staff participation in Cultural Competence training for appropriate City Staff  15. Address the issues that create conflict with the settled community and communicate solutions to ensure mutual understanding.  21. Re-examine the Housing Requirements set out in the Traveller Accommodation Programme.

Traveller accommodation Programme 2014 to 2018 4.2.1 Voluntary Sector The primary organisation in relation to provision of Traveller accommodation in Cork City to date has been Cork City Council. The City Council acknowledges the support of other state agencies, such as the Department of the Environment, Community and Local Government, the Health Service Executive and a number of voluntary organisations, such as St. Vincent de Paul. In recent years there has been a significant increase in the involvement of Housing Associations and Voluntary bodies in the area of social housing. Voluntary housing agencies have developed considerable expertise in providing and managing social housing with particular emphasis on special needs housing. Cork City Council will actively seek the involvement of such approved organisations to explore opportunities both in terms of direct provision of accommodation and also in relation to the management and operation of both existing and proposed Traveller specific accommodation. The process of seeking this involvement will include both discussions with voluntary bodies with whom Cork City Council is already working regarding special housing needs, as well as a public advertisement seeking expressions of interest. Direct provision of Traveller accommodation by the voluntary sector would be fully supported by Cork City Council under either the Capital Assistance Scheme or the Capital Loan and Subsidy Scheme or any other appropriate scheme.

Voluntary Housing Sector Extract The type of family support activities that take place on our estates include the following: - • Parent and Toddler Groups • PEEP (Peer Early Education Partnership) – parent and toddler programme. • Family Learning with the VEC. This encourages families to spend quality time with their children. It also increases confidence and self-esteem for both children and parents. Programmes include crafts, cooking, construction, library visits etc. Family learning programmes often encourage parents to progress to further learning and literacy development. • Parenting programmes – Parents Plus Community Together programme • HSE Community Cook It – families learning cooking skills around nutrition, cooking on a budget, easy quick meals, keeping active. This programme is done with parents and children together. • Women’s group • One to one support for families

Cork City Horse Project • A proposal for a horse project for the City has been developed by a range of agencies, under the Health Cities framework. • An application for funding has been submitted to the Department of Agriculture – with support from Cork City Council; the outcome is awaited. • NO site has yet been identified. • The horse project would be an educational, welfare and recreational facility; promoting the value of horse ownership to traveller culture – it will not be a stabling facility. • In the interim, an outreach worker has been engaged to work with horse owners to identify needs and opportunities across the City.

  14. Potential to link with National Initiatives There is an intention to reinvigorate the TIGs process and structures at a national level. New team in place nationally. A report was recently submitted to the Minister which sets out recommendations in relation to reinvigorating TIG’s; re-establishing the TIG fund; and putting in place a new framework for TIG structures and process. There will be consultation on the new framework and local input is welcome. Opportunities to engage specifically in projects relating to: - Engaging Traveller Men Traveller Mental Health Domestic violence Data collection project
