Deployment Model • (3) 24hr ACLS Level Ambulance Units • (2) ACLS Level Swing Ambulance Units for Peak Load • (1) Supervisor/First Response Vehicle • Bases of Operation • Varnell Area • City of Dalton • Hwy 41 and Bellwood Dr
Human Resources/Staffing • Seek Incumbent Workforce from Whitfield EMS • Seniority Formula for Shifts and Pay • Training to include Orientation, Safety, and Clinical • Experience in Integration of Workforce • Erlanger LifeForce - 20 Days • Dade County, GA -10 Days • Santa Rosa County, FL - 45 Days • Administrative Structure to include Manager, Supervisor, and Office/Billing Representative
Equipment and Ambulances • State-of-the-Art Equipment • 12 Month Ambulance Lease of County Vehicles @ FMV, providing additional revenue to County. • Replacement Cycle February 2010 - September 2010 • Aggressive and Proven Fleet Maintenance to prevent Critical Failures • Deployment of 5 with total fleet 6-7 for adequate backup
Community Outreach • Community Involvement & Education • Blood Pressure and Blood Sugar Checks • CPR Classes • Community Event presence • Paid and Volunteer Fire Departments • Partnerships in Care • Stipend for Volunteer Involvement • Training • AED Programs • Donations to selected Community Buildings and Centers • Training of County and City Employees on AED usage
County Investment Overview • Annual Subsidy request: • Annual Base Subsidy of $225,000 to include 3% discount for upfront payment. Total: $218,250.00 • Monthly Payor Security Fee (MPSF) with initial annual cap of $300,000.00. This is a maximum outlay. Should dynamics of market be less than presented, County will realize much lower costs. For example: A 15% Uninsured Rate would equate to annual MPSF of only $146,250.00 • Annual subsidy capped at $505,000 ($205k base, $300k MPSF) in YR2-YR3 with clause protecting significant shifts in costs associated with economy or reimbursement.
