Volume I - Other Factors: Proposal Requirements • Inputs from Stanley and Significant Subcontractors only. • Significant Subcontractor defined as 10% of work. • Inputs only required for Factor A (Corporate Experience) and Factor B (Past Performance) • Stanley will prepare responses for Factors C, D & E (Sample Task, ISO Registration & SB Participation Factor). • Corporate Experience Requirements. • Up to 5 from prime. • Up to 5 from each Significant Subcontractor. • Must be past 5 years. • Relevancy defined as $20M for prime and $3M for Significant Subcontractors • Dollar value is based on amount invoiced to date. • For newly won re-competed contracts, suggest combining with previous contract (or just reference the recently completed contract). • More similar the work performed, the more relevant. • Corporate Experience Submission • Reference Information Sheet (Attachments 1A). • Attachment 1B ( 1 page limit). • Discussion of SOWs 5.1, 5.2 &5.3 (4 page limit). • Information on problems encountered (part of 4 page limit). • Data demonstrating success in meeting Subcontracting Plan Goals (part of 4 page limit). • Past Performance • Attachment 2 – Past Performance Questionnaire. • Questionnaire only required if not in CPARS or PPIRS (Must match box you checked in Attachment 1A).

Pricing Issues • Data Calls • Preliminary rates • Revised rates with assignment of hours • Final rates/proposal • Cost Labor Information • Named Resources - must use the employee’s current labor rate. • Average rates are acceptable for labor categories not accounted for as a named resource. • Composite rates encompassing more than one labor category is not acceptable. Note: Use actual rates or rates based on historical data, standard practice or those accepted by DCAA for bidding purposes. • Proposal Organization • Evaluation of Cost Proposal – The government is looking for our ability to follow instructions – significant failures are indicative of contract performance. • Significant Subcontractors • Greater than 9400 hours will need to prepare a professional compensation plan.

Significant Subcontractor Selection • Will be cost driven. • Must support our pricing capture strategy. • Must have corporate capability. • Present in response to Corporate Capability Matrix data call • Must have relevant corporate experience • Present in response to Attachment 1A/1B Corporate Capability data call • Contracts must be in value of $3M or more (invoiced dollars). • Work performed must be relevant to three SOWs (5.1, 5.2 & 5.3)

Data Calls • Preliminary Cost Data Call • Will be out by COB 10 December • Due by COB 14 December • Largely SCA labor categories (See RFP Attachments 10a and 10b for Government provided SCA rates) • Labor category descriptions provided in RFP Section C 5252.237-9401 (pages 24 through 30 of 135 in my RFP version). • Key personnel identified in RFP Section C-325 (page 46 of 135 in my RFP version) • We will provide Labor category work sheet • Load through G&A • Preliminary Corporate Experience Matrix Data Call • Will be out by COB 10 December • Due by COB 13 December • We will provide an experience matrix based on SOW • Identify contracts and relevant experience with and X • Make sure associated past performance will be rated above average • Attachment 1A & 1B Corporate Capability Data Call • Will be out by COB 10 December • Due by COB 17 December • Based on Attachments 1A and 1B • Each team mate that hopes to be considered for status as Significant Subcontractor should submit from 1 to 5 citations.

Proposal Submission • Subcontractor submissions must state: “<Insert your company’s name> is pleased to submit this proposal as a subcontractor for Stanley Associate, Inc. for solicitation N65236-07-R-0259.” • Subcontractor Cost Proposals that include: • Introductory narrative (5 page limit) • Subcontractor Pricing Model (Attachment 5B). • Uncompensated Overtime Policy.

  13. Questions to the Government • No specified drop dead date for submitting questions. • We want to submit as soon as possible to give Government time to respond without delaying procurement. • Provide your inputs by Wednesday, 12 December. • Questions should start with identifying the section of the proposal, the paragraph number and name, the page number, a statement of what the RFP says, and then your question. • Note that several different versions of the RFP exist. (i.e., SF33 says page 1 of 147, some versions of text say page 121 of 135, etc.). • Phrase questions so that the government will be inclined to provide the response you want to hear.
