Measure 112 Setting up of young farmers • Rationale: • Against the context of an ageing agricultural labour force, the future of the farmers’ profession must be ensured. • Young farmers can bring new skills and energy, and a more professional management to the farming sector. • Consequently, a high level of young farmers will lead to: • increased adaptability in the face of new challenges • higher labour productivity • and thus to enhanced competitiveness

Overview of Measure 112 • For 2007-2013,almost€5billion total public expenditure isprogrammed • €2.8billion EAFRD contribution and €2.1billion National/Regional contribution • Measure 112 has been included in the RDPs of 24 Member States • (not selected by Malta, Netherlands and Slovakia) • Highest total public expenditure programmed is €1.6billion for France • Lowest total public expenditure programmed is €4.8 million for Germany

“State of play of setting up young farmers measure” Summary • 5 billion EUR programmed, of which 2.4 billion EUR already dispersed • The measure has been subject to significant changes as a result of RDP amendments • LT, DK, EE, HU, IE > 85% dispersed / RO,UK,CY < 25% dispersed • Female beneficiaries • In Germany, Ireland, Luxemburg & United Kingdom < 10% • In France (56%), Bulgaria, Portugal and Czech Republic > 40% • Weak link with Early retirement measure Overall a successful initiative in many RDPs
Other options for support to young farmers and youth AXIS 1 • M111 – Priority for training given to young farmers: BG, EE, PT, RO, ES, UK (Wales) • M121 • 10% higher support rate: BG, CY, CZ, DE, EE, FI, GR, HU, IT, LV, PL, SK, SI, ES • Preference in the selection criteria: BE-WA, LU, MT, PT, RO, SE, SK, UK • M114, M115, M132, M143: priority in the selection criteria established in some countries
Other options for support to young farmers and youth AXIS 3 and 4 • AXIS 3 • Preference in the selection criteria for the operation financed under axis 3: BG, FR, RO, ES…. • Specific objectives/actions targeting youth and young farmers: DK, EE, FI, DE, LT,… • AXIS 4 • Selection of LAGs: priority granted to LAGs that involve youth (DK, IT, RO, SE, SI...)
