SECDEF SAFETY MANDATE • On May 19, 2003 SECDEF signed memo challenging all of DoD to reduce mishaps and accident rates by at least 50% in two years • Nine Task Forces were created to achieve the goal: • Deployments & Operations • Military Training • Aviation Safety Improvements • Private Motor Vehicle Accident Reduction • Installation and Industrial Operations • Worker’s Compensation • Occupational Medicine, Injury Prevention & Mitigation • Enterprise Information & Data • Acquisition & Technology Programs
DEFENSE ACQUISITION SYSTEM SAFETY MEMO • On September 23, 2004 USD(AT&L) signed memo directing: • PMs, regardless of ACAT, integrate system safety risk management into overall SE and risk management processes • PMs use the government and industry Standard Practice for System Safety, MIL-STD-882D, in all developmental and sustaining engineering activities • PMs ensure DoDI 5000.2 requirement to integrate ESOH risk management strategy into the SE process is incorporated in SEP • PMs identify ESOH hazards, assess risks, mitigate the risks to acceptable levels, and then report on status of residual risk acceptance decisions at technical reviews and at the appropriate management levels in PR process
SERVICE AND AGENCY EFFORTS • ODUSD(I&E) • Chairs DoD Acq ESOH IPT focused on integrating ESOH into SE process via DoD 5000 • Participates in MS review process by reviewing Acq Strategy and PESHE • Works with DAU to integrate ESOH into SPRDE courses • AIR FORCE • Planning SAF/AQ cover memo to USAF Acquisition Program Offices, to: • Elaborate on implementation of Wynne memo requirements • Reinforce new AFPD 90-8 that incorporates key elements of Wynne memo • Supporting development of DAU “System Safety in SE” Continuous Learning Course Module • Member of DoD Acquisition ESOH IPT • ARMY • Distribute Wynne Safety Memo with Mr. Bolton’s endorsement • MOA with Army Safety Center to develop procedures and identify safety review team • MOA with AMC to develop tracking system, codify safety review & insertions, identify system candidates • Member of DoD Acquisition ESOH IPT • NAVY and USMC • Coordinating a meeting of DASN counterparts in ASN(RDA) with goal of increasing collaboration between Safety and Acq professionals and to draft an ASN(RDA) memo/directive that would provide guidance for implementing Wynne Safety memo • DASN (Safety) hosted meeting between Commander Naval Safety Center, Director HQMC Safety Division and Director, Resource Evaluation for ASN(I&E) which outlined methodology and procedures so DON Safety Professionals could interact in more decisive and effective manner within acq and PPBE process • Member of DoD Acquisition ESOH IPT
