  22. We call on the Global Fund to review its eligibility criteria for upper middle income countries. The govt’s statements of own capacities to halt the epidemic are a lie in the sake of political image. Russia doesn’t care of it citizens. These citizens are our friends - and they are dying. We ask the Global Fund to help us save their lives!!!
