Mission Provide services relating to the movement of DOD freight through the Defense Transportation System (Air Mobility Command, Military Traffic Management Command, & Military Sealift Command) and commercial channels in both garrison and deployed environments.

Mission • Receive and process all cargo and forward it to the appropriate shipping Port of Embarkation (POE) or Commercial Carrier.
Shipping Procedures • Cargo is received two ways: • General, Hazardous and Sensitive Cargo is received from Preservation, Packing and Packaging (PP&P) with either a DD Form 1348 or 1149. • Rolling Stock shipments are held by the units until the Marine Liaison approves movement to the port. The shipping units bring the DD form 1348 or 1149 directly to the TMO.
Documentation for shipping cargo • Cargo being shipped must have a DD Form 1348 or 1149. • Required information: • National Stock Number (NSN) • Requisition Number provided by unit • Priority Designator (PD) • Required Delivery Date (RDD) • DODAAC (Shipping and Receiving units) • Proper Shipping Address (TAC 2) • Dollar value of the shipment • If item is “Sensitive in Nature” • Nomenclature • Point of Contact with phone number • Transportation Account Code (TAC) • Authorized signature

DTG 241400Z MAR 00FM CG III MEF//G4/SUP/SMO/TMO// • III MEF/ MARINE CORPS BASES JAPAN UNITS REQUESTING SHIPMENT OF HIGH PRIORITY AIR CARGO ARE REQUIRED TO SUBMIT A LETTER OF AUTHORIZATION TO THE MCB CAMP BUTLER TMO FREIGHT OFFICE IDENTIFYING PERSONNEL AUTHORIZED TO REQUEST AIR CARGO SHIPMENTS.
Required Documentation for Shipping Hazardous Cargo • Material Safety Data Sheet (MSDS) provided by the unit. • MSDS can be found at the following website: http://msds.pdc.cornell.edu/msdssrch.asp • Shipper’s Declaration (HAZDEC) • HAZDEC’s are produced and signed by Hazardous Material certified personnel only (In accordance with the appropriate regulation: • CFR 49 (All modes) • AFJAM 24-204 (Through Military Air) • IATA DGR (Commercial Air) • IMDGC (Surface)
Using the information given from the DD forms, the mode of transportation is determined.
Modes of Transportation • DTS consists of military services organic to contracted for and controlled by the Department of Defense. • Commercial carriers are companies or corporations commercially engaged in the transport of cargo.
DTS • Air Mobility Command (AMC) • Military Sealift Command (MSC)
WORLDWIDE EXPRESS (WWX) • ALL CONUS and International (Excluding Mainland Japan) shipments with the exception of hazardous/sensitive cargo shipments that weigh 150 lbs or less are authorized to be sent via commercial carrier.

Processing Documentation • Once the mode of transportation has been determined, the data is typed in to CMOS and the appropriate documentation is produced.
Processing Documentation cont.. • Military Shipping Label (MSL) / DD Form 1387 • Transportation Control Movement Document (TCMD) / DD Form 1384 • Government Bill of Lading (GBL / SF 1103)
Processing Documentation cont.. • Sensitive cargo requires the following: • Signature and Tally (SF 1907) • Special Handling Data/Certification (DD Form 1387-2)
Completing the Shipping Process • DTS Cargo is labeled with the MSL and the TCMD is affixed to the cargo using a packing list. • Cargo is then staged for shipment to either ACA Kadena AB or Marine Liaison - Naha Port. • A movement manifest is created for the receiving POE to verify and sign for receipt of cargo.
Completing the Shipping Process cont… • For commercial shipments, arrangements are made with the carrier to pickup the cargo and the GBL from Bldg 401 Camp Kinser.
Tracers • Tracer Action Requests can be submitted by FAX (637-2906) or E-mailed to MCBBUTLERTRACERS@mcbbutler.usmc.mil. • All tracers must be forwarded to the tracers clerk , NOT to the Marine Liaisons at Kadena and Naha.
Tracers Must Meet The Following Criteria • RDD has elapsed. • Destination has not offered shipment for delivery. • Normal delivery time has expired and undue delay has occurred. • Not more than 150 days after shipment. • Tracer Requests received from Supply Activities only, not using units.

Tracing procedures • Inbound shipment • Ensure that request meets research requirements. • The information is checked in PC Link,Worldwide Port Systems (WPS) and Global Transportation Network (GTN) for current status • If the cargo is not in AMS, the appropriate Port of Debarkation (POD) is contacted to see if the cargo has been received. • Research is then done in the Receiving Section (AMS Database). • Local Search is conducted. • Outbound shipment • Research shipment in CMOS. • Contact PP&P to verify the cargo is not frustrated.

Marine ACA • ACA is located at Kadena AB, right below the Passenger Terminal, Bldg. 3452. • Under direct supervision of Freight Operations Camp Kinser.
Mission • The Marine ACA is responsible for processing all cargo transported by the 733rd Air Mobility Command to include Special Assigned Airlift Missions (SAAM). Purpose • To maintain In-Transit Visibility (ITV) • for Marine Corps sponsored shipments.

Global Air Transportation Execution System (GATES) Functions • Queries • Gives status of cargo on hand • Traces • Shipment Status • Frustrated • Deleted • Palletized • Over/Under-shipped • Gives flight information • Mission number • Manifest number • Lift time and date • Destination
Automated Manifest System (AMS) Functions • This system is used only for receiving cargo. • Sorts scanned data. • Produces cargo manifest. • Verify delivery of cargo using the TCN.
TCAIMS Functions • This database system is used for deploying units to have In-Transit Visibility (ITV). • The system generates a TCN for each pallet or piece. • Creates a disk that can be imported to GATES.

Receiving Functions • Inventory all Marine Corps locations before preparing cargo for delivery. • Scan and verify all pieces. • Northbound: • Hansen, Courtney and Schwab • Southbound: • Kadena, Foster, Futenma and Kinser • Palletize cargo according to Camps
Downloading Scanners • Data information obtained must be downloaded into the AMS. • This will enable the user to produce a Cargo Manifest.
