  2. Documents • Revised SPPP-For Tier A Municipalities, HA, and PCs -Due June 1, 2009 • Annual Report for 2009 for Tier A, PC and Highway Agencies due May 2nd. • Two categories: • Existing permitees • New permitees

  3. Post Construction • RSIS (Tier A& B) • Municipal Stormwater Management Plan (SMP) and Municipal Stormwater Control Ordinance (SCO) Should have been adopted • New Storm Drain Inlet design (All) • Ordinance for Retrofitting of Stormdrain Inlets on Private Property-Tier A

  4. Post Construction Design Checklist • Highway Agencies and Public Complexes are self complying for 7:8 (Stormwater Management Rules), for all projects that are considered major development. • New Storm Drain Inlet design (All)

  5. Local Public Education Program(Tier A, Tier B, and PC) • New Point System for Tier A & B Municipalities • Shall conduct educational activities that total 10 points • Listing of point values In Attachments

Improper Disposal of WasteTier A Municipalities • Existing Improper Disposal of Wastes Ordinances- Pet Waste, Litter, Wildlife Feeding,Yard Waste (modified in new permit), ImproperWaste Disposal and Illicit Connection • New Ordinances : • Refuse Container/Dumpster • Fertilizer Management (Tier B included)-not all municipalities • Private Catch Basin Retrofitting

Existing Improper Disposal of Waste Regulatory Mechanisms/Programs - Pet Waste, Litter, Wildlife Feeding,ImproperWaste Disposal, Litter P/U (Highway Agency’s only), Vegetative Waste (PCs only) New Regulatory Mechanism- Refuse Container/Dumpster Improper Disposal of WastePublic Complexes & Highway Agencies

  8. Existing Tier AMunicipalities, Highway Agencies, & Public Complexes must maintain an ongoing program to and eliminate illicit connections to their small MS4s. Illicit Connection Elimination & MS4 Outfall Pipe Mapping

  9. Tier A, Public Complexes and Highway Agencies must maintain all stormwater facilities so they perform as originally designed. Stormwater facilities include basins (retention, detention, infiltration), swales, pipes, wet ponds, etc. Stormwater Facilities

  10. Solids and Floatable Control(Tier A, PC and HA) • Street Sweeping (No Changes) • Storm Drain Inlet Retrofitting (No changes) • Stormwater Facility Maintenance (No Changes) • Catch Basin Cleaning (Modified) • Catch Basin Retrofitting (No changes) • Outfall Pipe Stream Scouring Remediation (No Changes) • Road Erosion Control is now an optional requirement.

  11. Catch Basin CleaningTier A Municipalities & Public Complexes • If the Tier A Municipality or Public Complex owns and operates less than 5,000 catch basins they shall inspect and clean at least 1,000 catch basins per year, or as many catch basins as they own and operate • If the Tier A Municipality or Public Complex owns and operates more than 5,000 catch basins, all of them must be inspected and cleaned by February 28, 2014.

  12. Catch Basin CleaningHighway Agencies • Highway Agencies-If the Highway Agency owns less than 10,000 catch basins they shall inspect and clean at least 2,000 catch basins per year, or as many catch basins they own and operate • If the Highway Agency owns and operates more than 10,000, all catch basins must be inspected and cleaned by February 28, 2014.

  13. Maintenance Yard Operations (Tier A, PC and HA) • Deicing Material Storage-already built • SOPs -already in place. • Vehicle Wash Wastewater-No unpermitted discharge after Feb. 28th.
