17: Departmental Goals: Environmental Service Quality:
Deliver high quality environmental services that protect and restore the environment, enhance our community, and protect public health and safety.
Sustainable Resources:
Create resources from waste, reduce emissions, and increase the efficiency of facilities and operations.
Productive Partnerships:
Collaborate with partners throughout the region to achieve improved environmental and community outcomes.
Price of Service:
Be efficient, effective and fiscally responsible to ensure ratepayer value. As you know, DNRP is a large and diverse department which provides services spanning from GIS to ground water protection–and from green building to global warming.
In terms of a fiscal footing for the 4 divisions WLR is most precarious for ‘08, which is the division that contributes the most in terms of environmental monitoring.
The big performance measure for the Parks Division is coming up on August 21st.
We are working on being able to share statistics on park and recreation participants and trail utilization.

26: The Department of Natural Resources and Parks (DNRP) will complete a department-wide GIS based Equity Assessment to identify potential areas of inequity in delivery of key services.
This department will conduct a detailed Equity Impact Review of the Parks Capital Investment Program to inform changes that will ensure a pro-equity capital improvement program.
27: Department-wide GIS-based Equity Assessment –
System-wide look at current or recent benefits and burdens
35: Triple LCA for Sustainable Development – Integrating lifecycle functional, environmental and fiscal perspectives to guide public investments
36: CIP Triple LCA application areas: Decision-support – to help ‘aim’ resources toward sustainable design and construction targets
Resource and Performance Management – to enhance attribution of responsibility, accountability, and reporting on benefits realized through investments
Evaluation – to determine the degree that and investment achieved its intended outcomes
37: Green Building and Sustainable Development Definitions and Requirements: Sustainable Infrastructures are those infrastructures and facilities that are designed, constructed and operated to optimize fiscal, environmental and functional performance for the lifecycle of the facility.
Sustainable performance of infrastructure will be determined through an integrated triple life cycle assessment – one that accounts for fiscal (LCCA), environmental (LCA) and functional costs and benefits (LCBA) over the life of the facility.

46: Findings to date: Geo-spatial presentation makes complex equity information more accessible
Policy guidance is helpful regarding the degree ‘pro-equity’ trumps other promises
Including this perspective seems almost inevitable –questions now are: who does it, when, how, and toward what end
Determining ‘equity performance’ measures and targets is an emerging frontier
