  2. PRS Summary • 2006 System Prioritization Tasks • 7 PRRs for Approval

  3. 2006 PRS Prioritization • TAC tasked PRS to: • Validate that prioritization definitions used by ERCOT and market reviews were the same • Review ERCOT project list & CBAs • PRS reviewed definitions used by ERCOT – same definitions • PRS reviewed more than 24 ERCOT projects & CBAs • Improved understanding of ERCOT projects and provided input on ERCOT CBAs

  4. 2006 PRS Prioritization • PRS Findings • ERCOT identified 2 1.1 projects currently below the line that should be moved above the line (reliability related) • PRS identified 1 2.1 project that ERCOT should review for possible move (PRR 409 related to Voltage Support) • Given current projected funding, several projects will likely be “bumped” down below the line • PRS continues to identify 1.1s from new PRRs • Mass Customer Transition is a 1.2 until project is scoped

  5. 2006 PRS Prioritization • PRS Findings • Data Extract projects are 1.2s and not likely to be completed but provide value to the market through increased transparency • Extracts can increase efficiency, in part, by reducing disputes that occupy stakeholder/ERCOT time • Extracts need to be integrated into ERCOT work plans instead of special project designation • Policy Question – how can good ideas be implemented to take advantage of stakeholder knowledge and contributions?

PRR 598 – Charge Against OOM Start-Up • PRR submitted by OPUC (Consumer) • PRR reduces OOMC payment if MCPE is greater than the Generic Cost • Benefit: Reduces OOMC cost when MCPE is high • Amended by ERCOT (twice) • PRS recommended approval with 5 “no” votes and 7 abstentions; unanimous approval on second review • All market segments were present • Effective upon system implementation • PRS recommended a 1.1 priority

PRR 599 – Notification of Mismatched Inter-QSE Energy Schedule • PRR submitted by TXU (IOU) • PRR requires mismatch communication be given to both QSEs if ERCOT remedies the mismatch according to PRR 548 • Benefit: Provides shadow settlement information to QSEs • PRS recommended approval unanimously • All market segments were present • Effective upon implementation of PRR 548 • 2005 Priority 1.2 with a 34.4 rank
