This program is : Encouraged by the incentive policy from Liaoning provincial government for the advertisement of the province as well as Dalian City Initiated by Neusoft Institute of Information Technology Location: Dalian Runs from July 10 to August 8 A Summer Camp--composed of Chinese and international attendees Rich content spanning study, tour, industry tour, lecture, home-stay and recreational activities which are free for international attendees. It is neither extremely cold in winter, nor utterly hot in summer. The average temperature of a year is 10 Celsius. Dalian is an important city in the north of China with the natural harbors, well-established industry, and it is also active in trade and tourism. Dalian won the “Human Habitat Award" issued by the UN in 1999, and “Global 500 in Environment” issued by the UNEP in 2001. It was also identified as a "leading city in environmental improvement in Asian-Pacific Region" by the UN and “Outstanding City of Tourist Attraction” by Chinese government

The Lu comes from the Chinese name for Port Arthur which is now a county of Dalian.
