ProposalBudget – WWLL Championship Reimbursement Proposal: • Create a reimbursement expectation for when a Championship Host incurs expenses beyond their league/Commissioner approved championship event budget • Process • Bids to host are received by the WWLL Commissioner in advance of the league meeting • Commissioner and Treasurer review and provide feedback on submitted budget • League dues and league budget are adjusted to cover championship expense expectations • League approves the host and league budget at the league meeting • Championship Weekend occurs • Reimbursements are submitted to the Treasurer and checked by the Commissioner prior to a check being issued back to the host • Costs are within the approved budget • Host receives 100% reimbursement • Costs are OVER the approved budget • Host receives 100% reimbursement up to the approved allocated budget amount • $0-$500 over-budget: Host team covers this amount • $501-$1,500 over-budget: League and host team split 50/50 • $1,501+ over-budget: Executive Committee will review and decide on how to deal with the cost over-run • Note: Reimbursements will only be made out to the host team directly unless an itemized receipt showing specific proof that the expense was incurred by a specific individual. US Lacrosse Rules Update Checking • A player may not check towards the body. (In 2011, checks towards the body were allowed as long as the check was deemed controlled and did not cause the crosse or ball to go into the sphere, which is defined as the roughly seven-inch perimeter around a player’s head). Sphere • Defensive players may not reach into the sphere to make a check • Offensive players will not be permitted to hold their crosses in the sphere so that a check can not be made. (This is not a rule change, but a change in emphasis). Cross Checking • A point of emphasis in 2012 will be that the use of a player’s shaft to hit, push or displace an opponent will not be permitted. (Previously, this foul was included under the Illegal Use of the Crosse section, but will not be stressed in its own category. Carding Changes • Any player or coach receiving two yellow cards will be suspended from the rest of the game. They may both participate in the next game. (Under the 2011 rules, anyone receiving two yellow cards would have been ineligible to participate in the team’s next game). • A suspended player must remain in her team’s bench area for the entire game, including on-field, pre-game, game or post-game activities. If a player is suspended from her team’s next game because of a red card, that player may not be dressed in her game uniform for the next game. • When a card has been issued, a player must leave the field for three minutes. Her team must play short in both the offensive and defensive ends of the field. Team Foul for Offsides • When the offensive team commits an offsides violation, the defender closest to the ball will be awarded a free position at that spot (no closer than 8m to the goal circle). The attack player that had the ball will go 4m behind, and the attacker closest to the restraining line will move back onside. Important Dates and Deadlines • October 1 – League Meeting • Division I/II Teams must turn in a completed WCLA Application today!!! • DO NOT MAIL IT TO US LACROSSE! The league will submit all applications together. • November 1 – WWLL DUES and Draft Schedules Due Date • WWLL Dues payment due to the WWLL Treasurer • Included in this SINGLE payment: • 2012 WWLL League Dues • 2012 Referee Assignor Fee • 2012 WCLA Membership Dues (DI/DII Only) • Website Fee • Outstanding 2011 fines (if applicable) • Draft Schedule due to your regional Assistant Commissioner • Use the schedule template on the league website. • January 2 – League Schedule goes Final • Changes requested after this date subject to Commissioner approval • February 1 (or by your first game) – WWLL and WCLA Roster Forms Due • WWLL – Submit your roster online at www.wwll.com • WCLA – Roster forms due to Brendan O’Brien, hardcopy mailed. Scheduling Requirements • Division I: Minimum Requirements: All teams are required to play each team in their region once. All Division 1 teams are required to play three inter-region games but not all three games can be played within one region. (i.e. a North team can play 2 South, 1 Central but not 3 South) Division 1 must also play the minimum number of WCLA opponents. See below: 2012 WCLA Game Requirement • 9 regulation games versus any WCLA opponent to be an “eligible” WCLA team. • 9 games versus DI WCLA teams to be eligible for a DI at-large bid to the National tournament. Please note, if your regional play plus inter-region play is less than the required 9 WCLA games, this means you must schedule additional WWLL D1 / D2 opponents or schedule non-WWLL teams who are WCLA members to ensure you are playing the required 9 WCLA games for 2012. Scheduling Requirements – Cont’d B Division: All teams are required to play each team in their region twice for regional standing. Inter-division game results or out of league results will not count towards regional standing and will not count towards overall standing as these games are classified as scrimmages. Scheduling requirements for these teams are subject to change, pending the final outcome of any new proposals. Provisional: Provisional Members are encouraged to schedule as many games as feasible for their team. Please note that there will be a proposal at the league meeting to combine the B division and Provisional. DI and DII Teams Only • How can I find out who is a WCLA DI or DII team if I am play a team from outside of the WWLL? • Go to the WCLA website www.uslacrosse.org/wcla • Click on “Teams” on the left side • This will show you a list of teams by division and also show you whether your application, dues, roster forms or other have been processed by the WCLA WWLL League Meeting - 2011/12
Scheduling “Must Do” Do not turn in your schedule without having emailed or called ALL of your opponents to confirm: Date Time Location of each of your game. There should be no discrepancies between schedules when the assistant commissioners create the league master schedule. This makes the asst commissioners and commissioner job a million times easier! All Star Nomination Process Nominations are to be submitted on your WWLL score report. You are allowed to submit a minimum of two players and a maximum of four players. Should include an Attacker/Midfielder/Defense or Goalie as well as one at-large nominee. When to submit? • Division I: • Only applicable when playing WWLL DI vs. DI opponents • Division II: • Only applicable when playing WWLL DII vs. DII opponents • B Division: • Only applicable when playing WWLL B vs. B opponents • Provisional: • Not required WWLL League Meeting - 2011/12
ProposalAll Star - Proposal Proposal: Modify the existing structure of DI/DII to allow for a third category of all star awards “Honorable Mention”. This would reduce the number of players on First and Second teams and allow some flexibility to the selection process annually. Current Structure: Currently, all stars are selected by using a combination of votes received along with comparing individual players statistical rankings (pts/g, goals/g, assists/g or save percentage) against their competition. Traditionally the first place team receives the most recipients and recipients by team are tiered downward depending on placement in standings. Player Eligibility • Reminders: • Players must be FULL TIME Students before they can play in a WWLL game. The definition of full time is based on your school’s definition. • Exception: Seniors in their final qtr/semester prior to graduation can drop below the full time requirement provided they: • Stay enrolled taking at least one unit • Cannot have accepted their diploma • Players must be listed on your online WWLL roster before they can play in a game • Players of WCLA teams, must appear on the WCLA roster form to be eligible for WCLA play. If you certify your form AFTER you have played a game then you run the risk of forfeiting a game IF a player does not check out as full-time according to your school’s registrar. • NEW: • Rostered players of a WCLA member team cannot practice with, scrimmage with or play with any organized or affiliated college level lacrosse team during the same regular season of WCLA play. This includes but is not limited to varsity level programs and programs with B/C/JV teams or other. Rostered WCLA players should be participating with the WCLA member ONLY during the regular season. Officials / Assignors • How do I know if officials are assigned to my game? • www.arbitersports.com • It is the hometeam’sresponsibility to ensureofficialsareassigned to the game • On the Arbiter web page, youcanfindwhatofficialsareassigned to yourgame (beginning in late January), theirphonenumber and emails in case of a rainout • Youcanalsorate the officials from yourgame on Arbiter • How do I get officials if none are assigned to my game or I want to find officials for a scrimmage I just organized? • Email your local assignor • How do I pay for officials? • Your local assignor can brief you on how to pay for officials in your region. • Does the assignor fee I paid with my league dues pay for my officials fees? • No, they are separate. • The assignor fee you paid with your league dues pays for your regional assignor’s time in assigning officials to your games. ProposalAssignor Term - Proposal Proposal: To become a WWLL Assignor: • Applicants must submit their lacrosse resumes to the WWLL Commissioner. • Terms are for three years with each term ending at the end of the WCLA season. There is no limit in the number of terms an assigner may serve, but they must go through the application process each time. The terms will end as follows: • Central: 2011 • San Diego: 2012 • NorCal/AZ: 2013 • The Commissioner may get additional feedback from the teams, Local Umpire Board, and other assigners about the applicants. • The assigner will be voted on by the applicable teams for which the assignor represents WWLL League Meeting - 2011/12
