HSMS reaches end of supportable life • Has not been updated since 2002 • No waiver of webification • Does not meet Army goals for reducing servers • Aging hardware • HSMS authority to operate rescinded 30 Sep 07 • HSMS customer help desk closed 30 Sep 07 Reaching The End of an Era
Office of the Director of Environmental Programs; Installation Management Command; DCS, G-4 work group looked at several hazardous material management applications • Deputy Assistant Chief of Staff for Installation Management approved HMMS as the replacement application • Funds transferred to the HMMS Program Management Office, Hill Air Force Base, to execute the implementation of HMMS • Priority to receive HMMS: 1. Sites currently using HSMS 2. Other sites that desire to field HMMS
Task Develop and execute a transition plan to replace HSMS with HMMS at up to 58 garrisons (IMCOM) and installations (other Army commands) by 28 Sep 07 Sub-Tasks • Determine resources available to support transition • Gain approval of training concept and fielding plan • Issue Army command letters of instruction • Build fielding sequence • Establish data conversion plan • Order centrally funded hardware • Create training outline and materials • Conduct training • Field HMMS
Proposed Training/Fielding Concept • 1 week centralized HMMS WASTE Module training/implementation sessions • Minimum 1 person per site; maximum 2 persons per site • Waste profiles/characterizations entered at training session • Activate waste module of HMMS upon return to site • 1 week centralized HMMS Material Module training sessions • Minimum 1 person per site; maximum 2 persons per site • 2-4 week preparation period • Onsite visit by one HMMS trainer/assister per site for one week • Archive HSMS data/Go “live” with HMMS • Supplementary/Sustainment training under development
Implementation Concept • Single centralized army database with standard reference tables – • hosted by HMMS PMO at Hill AFB, UT • Training up to 58 sites at regional locations • - First waste module training week of 18 Jun 07 • - First material module training week of 25 Jun 07 • On-site support for in-progress transition assistance • Abbreviated data conversion plan • Help desk augmented during first year to ensure complete transition • Army augmentation of HMMS PMO to assist in transition from HSMS to HMMS
Challenges • Prioritization and scheduling of sites ongoing • Scheduling of training sites and trainers ongoing • Data conversion process under review • Memorandum of agreement between HMMS PMO and ACSIM in staffing • Contract for Environmax to support Army expansion to be completed
