WP8– Governance Models Jurry de la MarT-Systems - 03 July 2013 Bernd Schirpke - T-Systems
WP Objectives • Integrate existing e-Infrastructures with commercial cloud computing services into a seamless Science Cloud • Provide guidelines for procurement and • Identify suitable governance structures for PPP Specific goals • Evaluation of approach to be adopted • Reflection of governance used in existing e-Infrastructures (GÉANT, EGI, PRACE) and whether integration is to be taken into account • Investigation into issues of transnational enforceability • Guidelines for distribution of responsibilities, rights, and rewards • Procedures for dealing with conflict of interests • Guidelines for implementation of checks and balances ensuring accountability, fairness, and transparency Jurry de la Mar - T-Systems
Effort Contribution • Lead Beneficiary: T-Systems WP8 Jurry de la Mar - T-Systems
The Actors in the Helix Nebula initiative – a European Partnership Scientific and Space Organizations -commit resources -access to data & user communities IT Providers -commit resources -share investments -agree on standard -interoperability NDA SME’s -commit resources -link betweenusers and providers - Act as catalyser EC supports with -policy & strategy -through targetedcalls under FP7 EC Projects -standard/Open source -contributing / using HN Jurry de la Mar - T-Systems

Governance Model for pilot phase • Membership rules published • # Members increased from 20 to 34 in 1st year Jurry de la Mar - T-Systems
Findings from the workshop andpilot phase governance • Current Governance and NDA are effective for a “limited” number of members but must be suitable for a large group of members • Governance needs to be compatible with the legal nature of all potential partners and include different types of memberships • Governance in the future should not aim to cover all aspects of all relationships in the consortium; e.g. bilateral NDAs and agreements between two or few partners should be possible • Sharing of information should be OPEN as much as possible, with confidentiality only in limited cases • Protection of IP needs to be managed, e.g. by introducing a “layered” confidentiality approach: one that addresses base principles, with another for specific issues for flagships • Communication on HN and the usage of the brand Helix Nebula has to be managed • Governance has to ensure that anti-trust rules are respected Jurry de la Mar - T-Systems
Scientific/technical achievementsand their impact • Requirements and methodology to develop a governance model presented and discussed with the whole HN initiative • Outcomes and feedback considered to optimize the methodology • Questionnaire for interviews with members of existing e-Infrastructure organizations drafted • 8 interviews planned with relevant stakeholders Jurry de la Mar - T-Systems
Deliverables and Milestones – Period 1 Jurry de la Mar - T-Systems
Overall modifications, corrective actions, re-tuning of objectives • As additional step provide mature draft of the Report on Governance for integration of Commercial Cloud services with e-Infrastructures (D8.1) for discussion at GA3 (in September, 2013). • This will allow an in-depth discussion of the governance model and provide sufficient time for final adjustments before official submission of D8.1. Jurry de la Mar - T-Systems
Exploitation and use of foreground • Draft Governance Model will be aligned with the definitions of the Business Models (WP7) • Alignment with development, integration and provisioning of cloud services platforms and brokering roles (WP4) Jurry de la Mar - T-Systems
Collaboration with other beneficiaries • CSA - WP2 contribution to communication plan, dissemination • CloudSigma- WP3 contribution to requirements definition • Atos- WP4 Blue Box product evaluation and implementation • CGI/Logica - WP5 flagship deployments on T-Systems’ IaaS service • EGI – WP6 contributions to questionnaire and workshops • SAP – WP7 alignment of governance and business model Jurry de la Mar - T-Systems
