Legislative Background • Established in 2007 through HB 3141 • Now ORS 329.496 – 329.501 • Additional grant allocations approved in 2013 legislative session • $4 million from Tobacco Settlement for the biennium • State funded grant, not federal • OARs 581-020-0250
Goal • The goal is to support activities related to meeting the physical education instructional requirements for students in kindergarten through grade 8 as described in OAR 581-020-0250.
A quality physical education program… • Provide students the opportunity to meet the Oregon physical education academic content standards and minimum number of minutes of physical education per week each school year • Provide high quality, ongoing, sustainable, intensive, focused physical education content in order to have a positive and lasting impact on instruction • Provide instruction in methods of teaching children with special needs • Integrate the use of data and assessments to inform and impact classroom practice
Important Dates (p.6) • August 16, 2013 – Applications due to ODE • August 30, 2013 – Grant Awards announced • June 2014 – Final report due
Submission Requirements (p.7) • Complete and sign the following application forms: • Part Two: Cover Page • Part Three: General Assurances Form • Part Four: Grant Application Form • Part Five: Budget Form
Submission Requirements (p.7) • The original, plus three (3) copies of the application must be received or postmarked AND submit application electronically by 5:00 PM on August 16, 2013
Application Organization (p.10) • Cover page – Part Two (signatures required) • Assurance forms from: • district – Part Three • Signatures required from District (and Teachers for the Professional Development Grant only) • Grant Application (addressing all required elements) – Part Four • Budget Worksheet (Part Five) • School Classroom Commitment (Part Six for Professional Development Grant)
Grant Application(p.11) • Description of Physical Education Goals – 30% • School Site Council – 10% • Wellness Policy– 20% • District Improvement Goal– 10% • Support for the Evidence-Based Professional Development (Professional Development Grant only)- 30%
Grant Application for Both • Purpose - Describe the components of the proposed PE Program for each school. • Number of Minutes students participate in PE each week during the entire school year (by grade) • Description of PE facilities and current usage and class size • Five quantifiable performance measures from National Association of Sports and Physical Education • Site Council meetings and process to review and evaluate the implementation • Date Wellness Policy was submitted to ODE, a copy attached, and alignment to grant • District Improvement Goals aligned with grant • Formative assessment system
Grant Application for Professional Development • Purpose - Describe the components of the proposed PE Program for each school. • Describe the evidence-based professional development employed to meet outcomes • Describe evaluation process the Site Council will use
Budget Worksheet(p. 14) • Purpose - Explain exactly how the funds will be spent. • Costs should be reasonable • No more than 5% for indirect costs
Scoring Guide (p. 41-45) 0 = None of the required criteria are met 1= Some of the criteria are met 2 = Most of the criteria are met 3 = Meets criteria 4 = Exceeds criteria
Reporting Requirements (p. 13 & 14) • Final Report due June 2014
Funding and Duration (p. 13) • Year One: July 31, 2013 – June 30, 2014 • Year Two: Continuation Grant • July 1, 2014-June 30, 3015
