PROPORTIONAL MEAL RATE - CURRENT RULES • WHY WAS IT BROUGHT ABOUT? • Simplification made tracking meal-by-meal adjustments too administratively intense • A per diem amount between the offbase locality and the onbase Government mess available rate was needed • Versatile • Considers local costs and conditions
PROPORTIONAL MEAL RATE - CURRENT RULES • WHAT IS IT? • A meal rate amount which is the average of the locality meal rate portion of the Meals and Incidental Expenses (M&IE) amount and the cost for three meals in a Gov’t mess (dining facility) • The appropriate amount for incidentals is added to it; lodging is separate
PROPORTIONAL MEAL RATE - CURRENT RULES • WHEN CAN IT BE USED? • Basically - four circumstances • In Gov’t qtrs ON BASE w/at least one meal avail in a Gov’t mess (member), or • In Gov’t qtrs ON BASE w/Gov’t mess-avail rate prescribed but mess isn’t avail (member), or • On a day when one/two meals are paid for otherwise by the Gov’t (e.g., a registration fee), or • Meals must be purchased w/ no per diem payable (i.e., reimbursable occasional meal(s))
PROPORTIONAL MEAL RATE - CURRENT RULES • HOW IS IT COMPUTED? • The locality meals portion of per diem and cost of three meals in a Gov’t mess are averaged • Example: M&IE rate ($30) has $28 for meals and $2 for Incidentals. Using $8 cost for three meals in a Gov’t mess, the proportional meal rate would be ($28+$8) = $36/2 = $18 + $2 for the “I” = $20
PROPORTIONAL MEAL RATE - CURRENT RULES • WHO CAN PRESCRIBE IT? • The order issuing authority (or Authorizing Official - AO - in the simplified rules), or • The commander of a ‘schoolhouse’ facility
PROPORTIONAL MEAL RATE - CURRENT RULES • WHO CAN RECEIVE IT? • Uniformed personnel and/or DoD civilian employees • Note: The proportional meal rate does not apply to Coast Guard civilian employees
PROPORTIONAL MEAL RATE - CURRENT RULES • WHEN WILL IT BE AVAILABLE? • Two answers • Can be prescribed before travel begins, OR • as an increase from the Gov’t mess rate for full days at the TDY site when the mess wasn’t available to the traveler for all three meals, but the Gov’t mess available rate had been prescribed
