Ryan White ProgramHistory • The Ryan White Act, enacted by Congress in 1990, is the largest federal program focused exclusively on HIV/AIDS care • Program is named for Ryan White, a teenager from Indiana who campaigned for federal legislation before he died of AIDS in 1990 • Program has been amended and reauthorized four times: 1996; 2000, 2006, and 2009

Ryan White Program History • Funds are distributed to Eligible Metropolitan Areas (EMA’s), specifically to the Chief Elected Official of the largest government entity in the geographic region (Mayor of Orange County). • The Orlando EMA consists of a four (4) county area which includes Orange, Osceola, Seminole, and Lake counties.

Ryan White ProgramHistory • EMA has received funds since 1994 • The EMA began receiving additional funds for the Minority Aids Initiative (MAI) in 2001 • The Orange County Department of Family Services, Youth and Family Services Division is the designated Grantee Office for the Orlando EMA • Services are provided through contracts with not-for-profit, private, public and government entities

Ryan White Program Roles and Responsibilities Grantee • Establishing and supporting an effective Planning Council • Procurement of all service providers • Contracting for services • Contract monitoring • Technical assistance to service providers • Clinical quality management • Consumer grievances

Ryan White Program Roles and Responsibilities Planning Council (PC) • Comprised of 24 members • 33% of the PC members must be individuals with HIV/AIDS, other members represent local service providers and health organizations • Sets funding priorities and allocates resources by categories • Assesses the administrative mechanism

Ryan White Program Roles and Responsibilities Planning Council Support (PCS) • Orange County employees • Ensures member orientation and training, including development and implementation of a training plan • Provides advice to PC regarding federal legislation, guidelines, PC roles & responsibilities • Responsible for supporting the work of the PC and its committees

Ryan White Program Services • Services are procured through Orange County purchasing and procurement processes, Purchasing and Contracts Division • The EMA Currently has 15 provider agencies for 11 categories • Service Categories may change annually based upon the needs of the client community

Ryan White ProgramUpdates and Challenges • Need to increase capacity and availability of medical care providers • Reducing and/or eliminating barriers to obtaining care • Enhancing/Improving the system of care for clients • Termination of unsatisfactory provider performance • Strengthen relationship between Planning Council and Grantee’s office • Freshening Planning Council with new leadership and membership
