Briefing Goals This Briefing will present: • MHS HIT research funding overview • JPC-1b structure & role • JPC-1b research areas • JPC-1b research goals
Pre-FY10 Early-stage HIT R&D funding • Fragmented & unpredictable • Small Business Innovation Research (SBIR) • Congressional Special Interest (CSI) • Various Military Service funded R&D programs • As a result • No roadmap for early-stage HIT R&D • Research not always aligned well with needs • Poor transfer of research experience • Development without full exploration of options • Programmatic risks not well mitigated
Some Current Research Initiatives • Explore natural language processing for use in the MHS • Prototype an enterprise master person index applicable to the NwHIN • Prototype a clinical intelligence application for health outcomes analysis and research • Prototype a predictive analytics application for a distributed decision support infrastructure

JPC-1b Research Areas • Prototypes to inform enterprise decisions • Modeling & simulation to reduce risk & cost • Workflow, processes, data & systems • Standards maturation & adoption • Policy implications for IT & vice versa • Transition of research to the enterprise • Clinical as well as non-clinical areas
Conceptual Frameworkfor Organizing Pre-Development HIT Research Efforts Acquisition & Access Analysis & Execution Interoperability & Standards Distribution & Portability Representation & Visualization Archiving & Retrieval
Goals • Better align research with MHS needs • Identify relevant emerging technologies • Assess them via a more structured process • Transition those that are of value • Reduce program risk for MHS enterprise IT
