Situation • The governor of Puerto Rico or the U.S. Virgin Islands request Federal assistance to mitigate consequences of a CBRNE event. • Federal agencies request DOD assistance • Presidential Disaster Declaration • DEPSECDEF “special management” determination • Joint Staff forwards SECDEF orders to SOUTHCOM • SOUTHCOM supports FEMA and primary FRP agencies
Immediate Response • Local commanders may respond to: • Save lives • Prevent human suffering • Mitigate great property damage • Must notify higher headquarters • 72 hour rule of thumb
Situation - Friendly Forces • DOD agencies and commands OSD, CJCS, USCINCJFCOM, USCINCSO, USCINCSOC, USCINCTRANS, USCINCSPACECOM, Military Services, USACE, NGB, DTRA, DISA, DLA, NIMA, DIA. • Other government departments and agencies FEMA, DOJ, DOT, DHHS, DOE, EPA, GSA, NCS, USDA
SOUTHCOM Mission When directed, USCINCSO conducts consequence management operations in support of FEMA and Federal Response Plan primary agencies in order to mitigate effects of a Chemical, Biological, Radiological, Nuclear or High Yield Explosive (CBRNE) incident within the Commonwealth of Puerto Rico and the US Virgin Islands.
Concept of Operations • Purpose: • To support FEMA and FRP primary agencies by rapidly providing tailored DOD capabilities to local, state, and Federal agencies to mitigate the effects of a CBRNE situation • Method: • Employ force tailored to meet the requirements exceeding the capabilities of civil authorities • Standup DCO / DCE for initial assessment, RFA validation, and initial C2 • Deploy DJTFAC to facilitate C2 and planning • If required, request JTF-CS and required forces to execute validated DOD missions • Coordinate with civil authorities to ensure effective use of military capabilities • Redeploy • End state: • To provide timely, appropriate, and effective support in order to save lives, relieve suffering, and mitigate damage to critical infrastructure. Local, state, and Federal agencies no longer require military assistance.

Situation-Friendly Forces • Host Nation and other Partner Nations • DoS is the Lead Federal Agency (LFA) • OFDA/USAID, DOE, NGOs, PVOs • Supported CINC: USCINCSO • Supported Commander • Commander, RTF/JTF-CM • Supporting Commands: USCINCJFCOM, USCINCTRANS, USCINCSOC,USCINCSPACE
Situation-DoS • DoS Office of the Coordinator for Counterterrorism (S/CT) • Foreign Emergency Support Team (FEST) • Deploys to support Chief of Mission (COM), Country Team, and Host Nation • Assesses the situation, characterizes the incident, and recommends resource requirements to provide safe and efficient response management • Advises/Assists the COM, Country Team, and Host Nation officials on crisis management, CM, and resource requirements • Consequence Management Support Team (CMST) • CMST facilitates USG CM response, coordinates multi-national efforts
USCINCSO Mission When directed, USCINCSO conducts foreign consequence management operations in support of DoS in order to mitigate the effects of CBRNE incidents in the USSOUTHCOM AOR.
Concept of Operations • Purpose: • To support DoS by planning for and providing DoD capabilities to mitigate effects of a CBRNE CM incident in the USSOUTHCOM AOR throughout the spectrum of conflict • Method: • Establish C2 element appropriate for the level of support required. USARSO-led Response Task Force for CM (RTF-CM) commands the initial response and provides initial C2 for subsequent DoD support to the LFA • LEVEL 1. RTF-CM built around USARSO’s Early Entry Command Post (EECP) plus USCINCSO’s DJTFAC and technical experts/planners (externally sourced) • LEVEL 2. Required response exceeds RTF-CM C2 capability, USCINCSO requests external JTF. Back-up: USCINCSO designates CJTF-CM from component commands and forms JTF-CM around RTF-CM plus assigned and attached forces • Employ a force tailored to meet requirements exceeding Host Nation capabilities • Transfer CM tasks to other U.S. government authorities, Host Nation authorities, etc. • End state: • To provide timely, appropriate, and effective support to DoS in order to save lives, relieve suffering, and mitigate damage. DoD forces return to previous posture, resume Continual Deterrence Operations
