  1. PRESENTATION TO THE PARLIAMENTARY PORTFOLIO COMMITTEE ON INTERNATIONAL RELATIONS AND COOPERATION ON THE OUTCOMES OF THE SADC SUMMIT 3 SEPTEMBER 2014

Summit of Heads of State and Government – 17-18 August 14 • SADC Troika • Botswana (incoming Chairperson) • Zimbabwe (Chairperson) • Malawi (outgoing Chairperson) • Organ on Peace and Security Troika • Lesotho (incoming Chairperson) • South Africa (Chairperson) • Namibia (outgoing Chairperson)

Theme and Agenda The theme for the Summit was: “ Strategy for Economic Transformation: Leveraging the Region’s Diverse Resources for Sustainable Economic and Social Development through Beneficiation.” Agenda broadly divided into three parts: Institutional Performance to enhance implementation Broader regional integration Peace, security and deepening of democracy in SADC

  4. Finance and Audit Committee • SADC Secretariat receives its income from member states and International Cooperating Partners received reports from Auditors and Board of Auditors • Unqualified audit report but need to strengthen capacity to match ambitions • Commitment to look for alternative sources of funding by member states re-emphasised. • Members states made a commitment to second experts in areas of financial management, reporting and strategic planning

SADC Economic Integration • SADC Trade Protocol entered into force, by majority of members in 2001 and is being implemented and monitored. • Although region faces economic challenges, Seychelles is a recent member to accede to the Protocol on Trade • The SADC Free Trade Agreement is crucial for the establishment of the Tripartite Free Trade Agreement between SADC, the East African Community and the Common Market for Eastern and Southern Africa. • Free Trade Agreement providing for trade liberalisation was linked to the need for greater industrialisation in the region.

Regional Indicative Strategic Development Plan (RISDP) • Revision underway for the next 5 years – 2015 – 2020 • Revise to include new ambitions, contextualise in Agenda 2063 • SADC region drafting Vision 2050 • Priority/pillars of RISDP: • Industrial development and market integration • Infrastructural development supporting regional integration (RIDMP) • Peace and security • Social and Human Development • For practical implementation Ministers of Trade assigned to finalise it

Emanated from the Extraordinary Health Ministerial on Ebola Virus Disease (EVD) held on 6 August 2014 The Finance Committee of SADC will assess modalities for the establishment of a region fund to assist Member States in Emergency - possibility of utilising existing (e.g. the Communicable Disease Fund) On 12 August South Africa dispatched a group of medical practitioners to the affected countries  South Africa has offered training (coordinated by the National Department of Health) for Ebola preparedness to SADC Member States Ebola Virus Disease (EVD)

  8. The following legal instruments were adopted and signed by Summit : Draft Protocol on Environment Management for Sustainable Development Draft SADC Declaration on Regional Infrastructure Development Draft SADC Protocol on Employment and Labour Draft Protocol on the Tribunal More still need to be done on these issues Signed Legal Instruments

Peace and security • Establishment of The Mediation Support Unit (MSU) is part of the mediation and preventative diplomacy framework. • Ready for operationalisation, Panel of Elders & Resource /Experts Group appointed -the nomination of Brigalia Bam to the Panel • Develop a pool of mediators especially Women – UN will assist but use in a roster • Implementation of Resolution 1325 and gender mainstreaming monitored, commitment to develop a regional action plan as 10 years is celebrated

Upcoming Elections in the SADC region • Mozambique – 15 October • Botswana – 24 October • Namibia – traditionally the end of November though dates are not confirmed • DIRCO will request 5 Members of Parliament to form part of the South African contingent to be deployed as part of the SADC Election • Observer Mission (SEOM)

  11. Areas of concern in the region • On the Democratic Republic of the Congo (DRC) Summit endorsed the decision the Joint SADC-ICGLR Ministerial Meeting that the voluntary surrender and disarmament by the Forces Démocratiques de Libération de Rwanda (FDLR), shall be completed within six months. • On the Republic of Madagascar, SADC remains committed to full implementation of the SADC Roadmap • On the Kingdom of Lesotho, SA as current chair is facilitating implementation of Windhoek Declaration • The Coalition Government Leaders to provide leadership in its effort to find a lasting political solution to the current impasse. • South Africa is currently actively involved to stabilise recent climate
