ORGANISATION OF NUCLEAR SAFETY CONTROL IN RUSSIA FEDERAL INSPECTION OF RUSSIA ON NUCLEAR AND RADIATION SAFETY Gosatomnadzor of Russia Approved by Government of Russian Federation on April 22, 2002 • Federal Inspection of Russia on nuclear and radiation safety (Gosatomnadzor of Russia) is the federal authority of executive power and under charge of the Government of the Russian Federation, and on questions which are charged by the Constitution of the Russian federation to the President of Russian, is under charge of President of the Russian Federation. • Gosatomnadzor of Russia realizes the control for the safety during production, management and use of atomic energy, nuclear materials, radioactive substances and products on their base in peaceful and defense purpose. • Gosatomnadzor of Russia realizes its activity in interaction with other federal authorities of executive power and authorities of executive power of the subjects of the Russian Federation.

LEGISLATIVE ACTIVITIES AT THE PRESENT TIME 2002 AT 2002: • The legislative and norm basis exists in Russia on safety use of atomic energy • The mechanisms of system, agreed and perspective approach towards elaboration of FNP exists and even realised in practice. Annually up to 20 norm documents enter in force during 5 last years. Problems: terminology RECENT PERSPECTIVES • Codification of federal norms and rules
LEGISLATIVE BASIS FOR DECOMMISSIONING IN RUSSIA STATE OF THE ART • norms and rules largely surpasses the system of norms of the former USSR, where no law about use of atomic energy existed • norms and rules in force are mainly based on the statements of normative documents adopted in nuclear-power complexes of the former USSR • some statements of these documents need to be revised in a full accordance with the Federal Laws of the Russian Federation. • no complete norm base • still no possession a real full-scale practical experience concerns MAIN STATEMENTS ARE BASED ON: • experience in repairing and dismantling, accumulated on operated NPP units, industrial, research and transport nuclear reactors • results of scientific research on nuclear installations which were shut down.
