Property Information Support • Municipal representation at Working Group meetings • Technical representatives from municipalities required (GIS, MPRA) • GIS representatives from 8 munic implementing 2007 invited together with eThekwini and Msunduzi • 3 Munic and Reps from eThekwini attended • GIS support for municipalities • Past and present data acquisition and dissemination • QA of spatial registers • Maintenance of Provincial property registers on behalf of munics requiring the support

Property Information Support • Maintenance arrangements with SG and Deeds offices • Agreement with SGO to get updated datasets on the 7th of every month • Agreement with Deeds Office to get provincial dump 31 July 2007 • Agreement in place for Deeds office to supply DLGTA electronic data weekly from 31 July forward • Time frames to supply data • Dept cannot be held responsible for delay • Department willing to commit to supplying data within 3 weeks of request.

  7. Property Information Support – Progress on Data Sets • State & State Trust Land • ITB – no updates to database • Received information from DPW • Has no spatial data attached to database • Setup meeting with DLA • Land Commission Data • Power of Attorney PTO’s

  8. Property Information Support – Progress on Data Sets • PSI: • Awaiting regulations from DPLG • Received guidelines from eThekwini • Awaiting details of data required before approach stakeholders

  9. Property Information Support • GIS data standards: • Met with SGO 8 June 2007 • SGO advised Dept not to change specs. • Exclusion of Beacons from spec • Currently finalizing GIS data standards and imagery specs before posting on website

Property Registers • Collected 5 of 8 Registers from munics implementing 2007 • Awaiting, Nkandla, Umlalazi & Umshwati. • On receipt of Deeds Dump begin QA on registers. • Outsource updating of 8 registers to service providers • Requirement for service providers to align registers to GIS standards

  11. Public service infrastructure • Circular to all municipalities stating that municipalities MUST value PSI • The fact that there are no regulations is not to be used as an excuse • Local Govt Laws Amendment Bill provides for discretionary rating of PSI.

State Trust Land: Directive from MEC approved Proposal accepted by the Ingonyama Trust Board & DLA: • Recommend that this category of property falls within a multiple purpose category. • Identify entities from which rates may be collected: • Commercial leases • Commercial PTO’s • Institutional PTO’s • Review rates policy annually and amend as more information becomes available.

  25. Public participation process • Municipalities have the responsibility to engage with their ratepayers in terms of S4 MPRA and Chapter 4, Municipal Systems Act. • Consultation with the HOD regarding a strategy to engage with the amakosi through the House of Traditional Leaders
