  3. School context in Switzerland • 26 school systems with 26 cantonal ministeries of education • 1 Swiss conference of cantonal ministeries of education • Some agreements www.csps.ch

Assessment, SEN and funding • Until December 31st 2007 • SEN provision paid by an insurance (assurance invalidité) 50% and by the cantons and cities 50% • Criteria for the assessment leading to the decision of funding: medical criteria (IQ, degree of blindness, deafness, etc.) • Insurance lead to the development of many special schools www.csps.ch

  5. Assessment, SEN and funding • January 2008 – December 2010 • Since January 2008, insurance doesn’t pay anymore for SEN provision. 26 cantons and the cities take over a 100% of the bill • During 3 transitional years, cantons still can use the criteria of the former insurance www.csps.ch

  6. Assessment, SEN and funding • 1st of January 2011 • Agreement concerning the collaboration in the field of special educational needs comes into force → a new instrument: standardised assessment procedure www.csps.ch

Assessment, SEN and funding • Standardised assessment procedure • Based on ICF (WHO) • Different steps: • Context independant assessment (anamnesis, capacity of functioning, categorial assessment, learning aims) by assessment organism • Assessment of parents (information regarding present situation, capacity of functioning, learning aims) • Assessment of teachers (information regarding present situation, capacity of functioning, learning aims) www.csps.ch

  8. Assessment, SEN and funding • Decision • Administrative level (based on pedagogical assessment) • Implementation • Implementation organism ≠ assessment organism • Assessment • The whole procedure starts again on a regular basis, if necessary www.csps.ch
