Region Wide • Few school districts have strategically implemented data-driven decision- making through a data team/PLC structure • Districts are engaged in a variety of school improvement efforts (e.g., EBISS, RTI, PBS) • Deep implementation and sustainability of continuous improvement efforts require that districts commit to institutionalizing an effective ‘data culture.’
The regional LBL-Lane collaboration will work together to provide support for a ‘coaching model’ to implement and sustain data teams in the participating school districts. • LBL and Lane ESD will also build internal coaching/training expertise in these areas.
In LBL Counties • Many of the districts have district and school level PBS teams that regularly look at data; and some have literacy/RTI teams at the primary level • none have a district-wide systemic approach to data-driven decision making nor do they have high-functioning data teams or PLCs in place. • Three districts in the LBL region have self-selected into the sustainability process: Harrisburg, Monroe, Philomath, and Sweet Home
In Lane County • Six small to medium, rural districts self-selected on the basis of participation in the Effective School Practices Network (ESPN) to effect a deeper implementation of the Effective Behavior and Instructional Support Systems (EBISS) through an implementation of effective data teams at the district, building and classroom levels.

A Role for ESDs • Provide effective and efficient school improvement resources and supports for small and medium-sized school districts • Serve as the “central office” for a cluster of small to medium districts • Provide training, coaching and technical assistance for implementation of research-based, effective instructional practices • Provide training and support to data teams at the district and building leadership levels
A Role for ESDs • Provide academic and behavior expertise to support a three-tiered model of social behavior and instructional supports • Provide technical assistance, training and support to administrative leadership teams for continuous improvement including district level supports to sustain implementation of evidence-based innovations • Create and maintain a network for access to technical assistance • Commit to the sustainability of the implementation of evidence-based school improvement and instructional practices

Developing a Network of District Coaches • Supporting PBIS Conference Attendance • Attending EBISS Leadership Team and PBS Meetings in District • Training and follow up coaching for effective data team practices (meeting foundations, meeting minutes, data analyst and facilitator roles and more)
Developing a Network of District Coaching • Establishing a year-long calendar for regional meetings to share learning and plan for common professional development needs • Case studies, technical assistance and support from specialists and U of O experts • Shared professional development opportunities: May 26 and 27th – Jan Hasbrouk on Student-centered Coaching
Building Capacity • Internally for ESD SI Specialist as Trainers and Coaches • In K-12 Districts with District and Building Level Coaches/Leaders, Facilitators and Data Analysts • With Superintendents and Administrative Leadership Teams
