Perspectives on UAS Integration into the National Airspace System (NAS)
FAA UAS Reorganization • Established UAS Integration Office, AFS-80 • Division-level organization reporting to the Director of Flight Standards • Single executive focal point • Combines Air Traffic & Flight Standards UAS offices • Currently staffing strategic positions in support of legislative requirements • E.g. Test Sites and Arctic small UAS expansion
FAA Test Range Program Update Privacy issues are being addressed New schedule and source selection plan are in coordination at FAA White House and DOT approval required prior to release of Screening Information Request (SIR) Anticipate test site selection in 2013
Privacy Issue Update Privacy issues are the most significant barrier to moving ahead with our UAS program – especially in law enforcement 4 Congressional Bills introduced in 2012 to address privacy aspects of UAS use 60 FOIA requests pending; most from civil liberties and privacy advocates FAA has no regulatory authority over privacy issues
FAA Arctic Update (small UAS) Received DOT approval in November 2012 Proof-of-concept demonstrations planned for Summer of 2013
FAA UAS Concept of Operations (ConOps) ConOps completed and approved by ANG, ATO, AVS Official interagency coordination begins with Comprehensive Plan release in mid-November Public release with Comprehensive Plan ConOps validation planned for this FY, funded by NextGen Organization
RTCA UAS Committee Status Review of Term of Reference (TORs) in process by AIR and AFS to determine if products are still valid Possible adjustments to more urgent tasks being considered Final decision planned to be presented at the next RTCA PMC in December
Pathfinder Certification Status One application (AeroVironment) in process A second application being considered Projects will drive detailed analysis of certification criteria for UAS Pilot certification, operational approval, and ATC procedures will follow
UAS Executive Committee Update • Working on expanding UAS use at Class D airports • Testing and evaluation planned over the next few months at Joint-use fields • Remote Area Operations Working Group focused on Arctic Provisions of FAA Reauthorization • Forming new working group on High Altitude Long Endurance operations of public aircraft • Will address operating concepts and procedures
