  4. 產品檢驗方式未能與國際接軌。　　 • 訂定政策目標：方便廠商、降低成本、提高效率，符合WTO/TBT、APEC/SCSC之要求，建立符合國際規範之認證制度以推動相互承認。 • BSMI之品質政策 建立符合國際規範之實驗室、國家標準、度量衡制度、產品驗證制度及管理系統驗證制度，藉以提升國家競爭力，保障消費者權益。

  6. Conformity Assessment符合性評鑑 依據ISO/IEC 17000符合性評鑑—詞彙與一般原則第2.1節之定義『展現有關於某一產品、過程、系統、人員或機構之特定要求事項已被滿足。』 符合性評鑑之主體領域，包括測試(testing)、檢驗(inspection)與驗證(certification)，以及符合性評鑑機構所接受之認證(accreditation)。

  14. 我國認證制度發展 1989 – NCS 與LAP認證計畫開始運作 1990 – 經濟部標準檢驗局合併NCS 與LAP成立中華民國實驗室認證體系(CNLA) 1995 – IATCA 正會員 1997 – APLAC MRA – 經濟部成立中華民國認證委員會(CNAB) 2000 – ILAC MRA 2002 – PAC QMS MLA – IAF QMS MLA 2003 – 經濟部同意合併CNLA與CNAB，成立財團法人全國認證基金會(TAF)

  15. TAF之定位 • TAF為獨立第三者非營利的認證機構，接受經濟部監督之財團法人。 • TAF運作符合ISO/IEC 17011，並接受國際同儕評估，確保公正、客觀、獨立 之服務。

  34. Conformity Assessment符合性評鑑 ISO/IEC 17000:2004 2.1節 demonstration that specified requirements relating to a product, process, system, person or body are fulfilled 展現有關於某一產品、過程、系統、人員或機構之特定要求事項已被滿足。

  35. Testing 測試 ISO/IEC 17000:2004 4.2節 determination of one or more characteristics of an object of conformity assessment, according to a procedure 遵循程序判定符合性評鑑受評對象之一個或多個特性。 備考：測試通常適用於物料、產品或過程。

Inspection 檢驗 ISO/IEC 17000:2004 4.3節 examination of a product design, product, process or installation and determination of its conformity with specific requirements or, on the basis of professional judgement, with general requirements 對一產品設計、產品、過程或裝置的檢查，並對其符合於特定要求事項，或基於專業性判斷其符合於一般要求事項之決定。 備考： 對一過程的檢驗可包括對人員、設施、技術及方法之檢驗。

  37. Certification 驗證 ISO/IEC 17000:2004 5.5節 third-party attestation related to products, processes, systems or persons 有關於產品、過程、系統或人員之第三者符合性陳述。 備考：管理系統之驗證有時亦稱之為登錄。

  38. Accreditation 認證 ISO/IEC 17000:2004 5.6節 third-party attestation related to a conformity assessment body conveying formal demonstration of its competence to carry out specific conformity assessment tasks 有關於一符合性評鑑機構傳遞其本身勝任特定符合性評鑑任務之正式展現訊息的第三者符合性陳述。

  39. Peer Assessment 同儕評鑑 ISO/IEC 17000:2004 4.5節 assessment of a body against specified requirements by representatives of other bodies in, or candidates for, an agreement group 針對特定要求事項，由一協定團體內其他機構或該協定團體之候選者的代表，對一機構所作之評鑑。
