  3. ANCA’S CONSEQUENCES 1. No new local noise restrictions 2. All Stage 3 fleet of aircraft >75,000 pounds • Development of hushkits 3. Growth in residential sound insulation programs

  13. OPTIONS FOR “ANCA II”Option No. 1:The Do Nothing Alternative  Don’t go beyond CAEP/5 agreement  Rely on aging to phase out Stage 3 aircraft

  14. OPTIONS FOR “ANCA II”Option No. 2:Stage 4 Manufacturing Alternative  Require all manufactured aircraft to comply with Stage 4 by date certain

  15. OPTIONS FOR “ANCA II”Option No. 3:The Anti-Hushkit Alternative  Ban operation of hushkitted Stage 3 aircraft • The European Union proposal

  16. OPTIONS FOR “ANCA II”Options 4 & 5:Stage 3 Phase-Out Alternatives 1. Ban new aircraft unless Stage 4 2. Non-addition rule 3. Either permit or prohibit recertification of aircraft as Stage 4 • Recertification would encourage hushkits

  18. WHY CAEP/5 IS DISAPPOINTING  Established 2006 standard that nearly all large aircraft being built already meet  Weak Stage 4 standard prompted by concern about Stage 3 phase-out • But does not require phase-out  “Balanced approach”: a step backward?

  19. “ANCA II”The Preferred Solution  Key is ambitious Stage 4 standard • CAEP/5 is inadequate • Strive for long-term meaningful noise reduction  If CAEP/5 is adopted • Apply Stage 4 standard to all manufactured aircraft by 2003 • Consider phase-out of hushkitted planes
