  2. Any Sequence? • Do we hire first, set up process first, set up measurement first ? • Which item(s) can/should the software manager do ? • May need help in all the items • May need to hire a few “lead people” first • Share the “ownership” of the project

  3. Organization and Preparation • The initial set up is time consuming • it is not a one time effort: may need to revise and change • some areas are staggered • There will be modifications • be prepared for changes • Voluntary (improvement/optimization) • Involuntary (competition/ morale/ health/etc.)
