The RED Project aims to enhance the routing of wireless 9-1-1 calls by redirecting them directly to local Public Safety Answering Points (PSAPs) instead of the California Highway Patrol (CHP). By analyzing empirical call data, the project has successfully reduced busy signals and improved call processing efficiency.

RED Project • In 2007, the CA State 9-1-1 Office identified that 42% of the 11.6 million wireless 9-1-1 calls made in California received busy signals or failed to go through the system. • To address the issue, the CA State 9-1-1 Office envisioned and developed the RED Project to more efficiently route wireless 9-1-1 calls. At that time, the majority of all wireless 9-1-1 calls were being delivered to the California Highway Patrol (CHP). After analyzing historical empirical call data routing by cell sector, it was determined to be in the best interest of Californians to route wireless 9-1-1 calls directly to the local Public Safety Answering Points (PSAPs). • As of June 30, 2010, 38% of the cell sectors on average were accepted for re-routing to local PSAPs.
RED Project Statistics • As of Oct 2010, the number of wireless 9-1-1 calls receiving a busy signal or failing to go through for various reasons dropped from 4.9 million or 42% in 2007 to 5%. • Number of successfully processed wireless 9-1-1 calls went from 11.6 million in 2007 to an expected 14.2 million at the end of 2010. • The project has assisted the CHP by increasing their call taking ability from 3.5 million in 2007 to an expected 6.9 million in 2010 by reducing transferred calls and sending wireless 9-1-1 calls directly to the appropriate local PSAPs. • In 2007, local PSAPs processed 3.1 million 9-1-1 calls which are projected to more than double to 6.6 million calls by the end of 2010.
