Basis for identification of the resource If issues or parts are sequentially numbered, use the lowest numbered issue or part available If issues are unnumbered or not sequentially numbered, use the issue or part with the earliest date of issue CONSER will continue to use the phrase “Description based on” 7 7 7

Retrospective cataloging (2.2.2) “Serial Retrospective Exception” LC-PCC PS 2.2.2 • Use stable title, even if from a less-preferred source • Consider that a serial lacks title page if the title page is added to or dropped from issues 12
