3. Paragraph 18-7 VICTIM/WITNESS LIAISON Describes V/W liaison qualifications
-Should not be an attorney
-If attorney, specify no attorney/client relationship
-Should be outside the military justice section
-Outside MJ section to ensure v/w liaison maintains an impartial appearance
-Role of the v/w liaison is to act as a facilitator and coordinator.
-It is generally not the responsibility of the v/w liaison to personally provide specific services unless they are qualified to act in the role, I.e, victim advocate.
-Appointed v/w liaison should be a commissioned of warrant officer or civilian in grade of GS 11 or above. If necessary can be an E6 or above-Outside MJ section to ensure v/w liaison maintains an impartial appearance

4. Paragraph 18-8 IDENTIFICATION OF VICTIMS AND WITNESSES Identify and notify Vs and Ws at “earliest opportunity”-issue DD 2701
If victim is no longer located where crime occurred, refer that victim to the nearest V/W liaison
Victims identified in investigations of potential UCMJ violations must receive assistance IAW this chapter -DD Form 2701 (Initial Information for Victims and Witnesses of Crime) will be provided each v/w along with the name of the liaison even if no UCMJ is anticipated.
-Paragraph 18-5 provides the victim definition:
-A person who has suffered direct physical, emotional, or pecuniary harm as a result of the commission of a crime committed in violation of the UCMJ or law of another jurisdiction if any portion of the investigation is primarily conducted by DoD personnel.

Paragraph 18-12 MEDICAL, FINANCIAL, LEGAL, AND SOCIAL SERVICES Added section c: Judge Advocates will serve on the Sexual Assault Review Board (SARB), which establishes the medical procedures and responsibilities for medical management of sexual assault victims -Presumably, this would be a JA assigned to the medical facility.-Presumably, this would be a JA assigned to the medical facility.

SJA should contact USACID for all V/W requests to be in the federal witness protection program, and for fear of life (FoL) transfers
7. Paragraph 18-22 CIVILIAN WITNESS TRAVEL TO PROCEEDINGS OVERSEAS Provides instruction to fax requests to US Army Judiciary w/ fax number
Requests must be received at least 10 days prior to desired arrival date (15 days in previous 27-10)
8. Paragraph 18-24 TRANSITIONAL COMPENSATION New paragraph detailing reference sources for Transitional Compensation questions
Provides role of JA to be familiar with the references

-DD 2704 (Victim/Witness Certification and Election Concerning Inmate Status)-DD Form 2706 is used to compile the report information.
