  5. Domestic Catastrophic Events All 20 of the world’s costliest disasters occurred since 1987. 19 were natural disasters; the other, the world’s worst terrorist attack. The U.S. was impacted by 13 of the 20 and 8 of the 10 costliest. Disaster severity and the global war on terror are likely to intensify. In the last century about 170 hurricanes have struck the United States. Inflation-adjusted U.S. Catastrophe Losses By Cause Of Loss, 1986-2005 (Insurance Information Institute).

National Response Framework • Purpose • Guides how the nation conducts all-hazards incident response • Key Concepts • Builds on the National Incident Management System (NIMS) with its flexible, scalable, and adaptable coordinating structures • Aligns key roles and responsibilities across jurisdictions • Links all levels of government, private sector, and nongovernmental organizations in a unified approach to emergency management Builds on the National Incident Management System (NIMS) with its flexible, scalable, and adaptable coordinating structures • Aligns key roles and responsibilities across jurisdictions • Always in effect: can be partially or fully implemented

  7. Current Regional Organization“New FEMA” 3/18/08 * In FY09, it is anticipated that the “Grants Programs Branch” will expand into the “Grants Division” and be responsible for the day to day management of all FEMA grants, including Preparedness, Mitigation, Response and Recovery

Federal Preparedness Coordinator(FPC) • Works with Federal, State and UASI jurisdictions to improve all-hazards preparedness in the Regions • Responsible for: • Strengthening,integrating, and institutionalizing the Region’s preparedness efforts • Developing programmatic plans and courses of action based on risk and capability assessments • Work with partners on training, exercise, community preparedness to build Regional capabilities • Building relationships and enhancing information sharing throughout the Region

Preparedness Grant Process • Programmatic grants function will shift to the Region, including: • Stakeholder Coordination (Investment Justifications, Investment Plans, Allowability) • Technical Assistance (Grant reporting, assistance with application process, overall grants management) • Monitoring and Post-Award Analysis (Desk review and site visits, preparedness assessment activities) • HQ will maintain distribution process and policy for grants

Preparedness Grant Process • The RA will integrate grant investments to achieve overall state and regional preparedness objectives • Regional Administrator will review and concur with grants prior to award, including EMPG, MMRS, and REAL ID • FEMA HQ investment officers and Regional staff will jointly provide technical assistance and monitoring activities

Regional Gap Analysis FY07 • Region III Hurricane States • Maryland, Virginia, Delaware, District of Columbia • Seven Critical Areas of Focus • Evacuation, Medical Needs, Debris Removal, Commodity Distribution, Sheltering, Interim Housing, Fuel Availability • Major Gap Trends in Region III include: • Medical Evacuation • Special Needs Evacuation and Sheltering • Fuel Re-supply to Support Evacuation • Points of Distribution (POD) Plans and Staffing • Mid and Long-term Housing Plans

Regional Gap Analysis FY08 • Gap Program will expand to All-Hazards, All-States • Analysis will include: Commodities Distribution, Emergency Debris Clearance, Transportation and Evacuation, Sheltering/Mass Care (General Population, Companion Animals, Special Needs), Search and Rescue, Fuel and Emergency Power, Medical (With HHS) • States Determine Planning Scenario
